About this opportunity
The City of Woodstock, Georgia, is soliciting bids for a Hazard Mitigation Grant Program (HMGP) project involving generator replacements and upgrades at critical community facilities. The procurement is a Request for Bids (RFB) seeking a qualified contractor to replace and install five fixed generators across multiple locations, including upgrading a 30 kW generator at the City Annex to a 175 kW fixed generator with an automatic transfer switch and concrete pad, replacing three pump stations at Brookshire (50 kW, 100 kW, 45 kW), and two pump stations at Bell Park (75 kW). The project requires comprehensive services including all labor, materials, removal, replacement, and manufacturer-compliant startup. A mandatory pre-bid conference and site visit is scheduled for September 30, 2025, with bid submissions due on October 21, 2025, at 10:00 a.m. EST. The project has a 150-calendar-day completion timeframe, with the initial performance period expiring on April 16, 2026, and requires bidders to have an active System for Award Management (SAM.gov) registration.
The procurement encourages participation from minority and women's business enterprises and is funded 75% by federal grants and 25% by local funding, with a total budget supported by HMGP 4685-0027. Bidders must comply with federal regulations, including Davis-Bacon wage requirements, and provide a 5% bid bond, with the successful contractor required to submit 100% performance and payment bonds. The City intends to award the contract to a single contractor using a firm-fixed-unit price model. Federal compliance requirements include equal opportunity provisions, anti-lobbying certifications, and debarment restrictions. While a specific award value is not explicitly stated, the project involves significant infrastructure upgrades across multiple critical facilities, suggesting a substantial contract value commensurate with the comprehensive generator replacement and installation scope.
