About this opportunity
The City of Thomasville, Georgia is seeking bids for the HMGP 4400-0066 Natural Gas/Diesel Fixed Commercial/Industrial Grade Standby Generators project, which involves constructing concrete pads and installing generators at seven distinct locations including three lift stations, a Fleet Services Fuel Station, Fleet Services Campus, and Fire Station #2. The procurement requires a Georgia Certified contractor with specific licensing requirements: all electrical installations must be performed by a licensed electrical contractor, and gas installations must be completed by a licensed mechanical contractor. Sealed bids are due on January 9th, 2025 at 10:00 AM local time at the City Engineers Office, with a non-mandatory pre-bid meeting scheduled for December 10th, 2024 at 10:00 AM EST. Bidders must submit a certified check or bid bond for at least 10% of the total bid amount, and if awarded, must provide separate payment and performance bonds each covering 100% of the contract value. Questions regarding the project are due by December 31st, 2024, and bidders must possess a Unique Entity Identification (UEI) number registered through SAM.gov.
The project is federally funded through the Hazard Mitigation Grant Program with a specific funding breakdown of 75% federal match, 10% state match, and 15% local match. Bid documents are available for purchase at $100 for a complete set, with additional sets priced at $50 each, which are non-refundable. The City of Thomasville reserves the right to reject any and all bids, waive informalities, re-advertise, or award the contract in the best interest of the city. While no specific set-aside designations for disadvantaged enterprises are mentioned, the procurement requires strict adherence to contractor certification and licensing standards specific to the state of Georgia. The project involves installing generators ranging from 20kw to 300kw across multiple municipal facilities, suggesting a potential total project value that would require significant capital investment from the participating jurisdictions.
