About this opportunity
The Massachusetts Executive Office of Housing and Livable Communities, Division of Housing Stabilization, has issued RFI HLC0000125 requesting information on emergency winter shelter needs for individuals experiencing homelessness, with written responses due August 31, 2026.
This is an informational RFI only and does not obligate the Commonwealth to issue a procurement or incorporate RFI provisions into future contracts. Respondents are municipalities, homeless service providers, and Continua of Care. The RFI seeks input on regional-scale unsheltered homelessness and provider preparedness across several categories: current shelter bed capacity and available facilities for temporary overnight shelter; encampment locations and outreach services; additional needs beyond emergency shelter; available resources; challenges from previous winter operations; and recommendations for future planning. Responses may address any or all questions and are limited to five pages, typed in 12-point font with one-inch margins, formatted as Microsoft Word or PDF documents.
A virtual listening session is scheduled for August 19, 2026, at 2:30 p.m. via Microsoft Teams. EOHLC anticipates beginning procurement development on August 28, 2026, but will continue accepting written responses through the August 31 deadline. Submit responses to EOHLCindividualshelter@mass.gov.
Respondents bear all costs associated with participation. Participation provides no advantage or disadvantage in subsequent procurement evaluations. Responses become property of EOHLC and are subject to Massachusetts Public Records law; content must be suitable for public viewing. Any future procurement resulting from this RFI will require compliance with the Commonwealth's Standard Contract Form, applicable state and federal regulations, M.G.L. chapters 66A, 93H, and 93I, EOHLC contract documents, Massachusetts Executive Office of Technology Services and Security policies and standards, and non-discriminatory service delivery.
