About this opportunity
The South Dakota Department of Health (SDDOH), in cooperation with the Centers for Disease Control and Prevention (CDC), is soliciting proposals for an HIV Prevention Program targeting Minnehaha County and the broader state. The Request for Proposal (RFP #23-0904002-016) seeks vendors to develop and implement comprehensive HIV prevention activities focused on reducing HIV transmission through prevention, treatment, and care strategies. Preference will be given to applicants deploying CDC-approved strategies that serve priority populations, specifically people living with HIV/AIDS and those at highest risk of HIV infection. Proposals must include detailed work plans demonstrating organizational capacity to execute prevention interventions, with required documentation and reporting mechanisms. The RFP requires offerors to outline specific approaches to client engagement, motivational tools, and program monitoring, with all inquiries to be submitted via email to Sarah Zaiser-Schmitz by March 13, 2023, at 5:00 pm CST. Evaluation will likely emphasize the alignment with CDC guidelines, proposed intervention strategies, organizational experience, and potential community impact.
The contract period will run from June 1, 2023, to May 31, 2024, with potential annual renewal contingent upon satisfactory performance and federal funding availability. Approximately $313,000 in total funding will be available annually, with funds eligible for use on staff salaries, meeting expenses, training, travel, incentives, supplies, rent, telecommunications, equipment, and other expenditures meeting federal and state guidelines. While no specific set-aside designations were explicitly mentioned, the RFP suggests a competitive procurement process open to organizations with demonstrated capacity in HIV prevention programming. Continuation of funding will be based on satisfactory progress, timely report submissions, data quality, intervention cost-effectiveness, and ongoing federal fund availability. Prospective offerors must comprehensively detail their organization's relevant programs, describing how they contribute to the proposed HIV prevention strategies and their capacity to support interventions using allocated prevention funds.
