About this opportunity
The City of Valdosta, Georgia, in conjunction with the Valdosta Historic Preservation Commission and the Georgia Department of Community Affairs Historic Preservation Division, is issuing Request for Proposal #06-23-24 to solicit qualified historic preservation consultants or firms to complete a comprehensive Southside Historic Resource Survey covering approximately 1,123 parcels of buildings, structures, sites, and objects constructed before 1983. The survey requires collection and recordation of information about extant resources during fieldwork, including a minimum of two digital photographs per resource dated within six months of the survey date, architectural descriptions, age, setting, location, and documented history and significance. All collected data must be entered into Georgia's Natural, Archaeological, and Historic Resources Geographical Information System (GNAHRGIS) database, and deliverables include four hard copies and three digital copies of the survey report, two hard copy survey area maps at a scale of 1" = 200 feet, and completed GNAHRGIS database entries. The proposal due date is September 28, 2023, at 11:00 AM EST, with a questions cut-off date of September 14, 2023, at 2:00 PM EST, and the selected firm will be notified on or before October 15, 2023. The contract is contemplated for sixteen months, with survey work commencing after award and running from October 2023 through February 2025, with interim milestones for quarterly data entry and report submissions. Proposals will be evaluated based on qualifications and experience (40%), similar engagements with other governments (20%), specific survey approach (20%), firm size and structure (10%), and cost (10%), with mandatory requirements including independent status with Georgia licensure, no conflicts of interest, and proof of insurance coverage including Commercial General Liability of $1,000,000, Workers' Compensation as required by Georgia, and Professional Liability of $1,000,000.
The RFP does not specify set-aside designations or restrictions limiting responses to particular types of organizations, though respondents must meet the mandatory requirements of independent status and Georgia licensure. No incumbent vendors or current contractors are identified in the available procurement documents. The project requires integration with the existing GNAHRGIS database system managed by the State of Georgia. The total project budget is $70,010, with the consultant compensated at $56,150 for surveying all 1,123 resources at $50 per resource, report and map development, and GNAHRGIS data entry, while the remaining budget is allocated to City staff project management, Historic Preservation Commission planning and proposal review, Southern Georgia Regional Commission GIS mapping services, and trained volunteer support. Funding is provided in part through a federal Certified Local Government Survey and Planning Grant of $25,000 from the Georgia Historic Preservation Division, with the City of Valdosta providing a local matching share of $45,010 in cash and in-kind contributions.
