About this opportunity

Greenville County is seeking Requests for Proposals (RFP #25011) from experienced General Contractors specializing in historic structure rehabilitation to renovate the Slater Hall Community Center. The project involves comprehensive architectural, structural, electrical, plumbing, and HVAC upgrades, with the primary goal of preserving the building's historical character while modernizing its functionality for community programming. Contractors must submit detailed lump sum costs for various improvement categories, including potential asbestos abatement and siding repairs, and will be required to provide a bid bond and performance/payment bond. The RFP was issued on August 1, 2024, with a mandatory pre-proposal meeting and site visit scheduled for August 13, 2024, at 1:30 pm, and proposals are due by August 28, 2024, at 3:00 pm. The evaluation will be based on responsiveness, experience, cost, and references, with 40% of the scoring focused on the contractor's experience with similar historic rehabilitation projects. The project involves restoring a 3,830-square-foot, two-story building originally constructed in 1927, located at 5 Whitney Street in Slater, South Carolina.

The solicitation does not explicitly mention specific set-aside designations or restrictions for disadvantaged enterprises. The project requires contractors to comply with various regulations, including the Illegal Immigration Reform Act and Americans with Disabilities Act guidelines. Contractors must provide evidence of appropriate licenses, insurance, and professional qualifications. While no incumbent vendors are identified, the project involves significant restoration work, including removing aluminum siding, reinstalling original wood siding, upgrading electrical and plumbing systems, installing an elevator, and adding ADA-compliant bathrooms. The construction documents indicate the project will be funded by Greenville County, with a tentative award date of September 4, 2024, and a projected contract start date of September 18, 2024. Although a specific budget range is not explicitly stated, the comprehensive nature of the rehabilitation and the historical preservation requirements suggest a substantial investment in restoring the Slater Hall Community Center.
