About this opportunity
The City of Glennville, located in Towns County, Georgia, is seeking sealed bids for the Hilltop Road Sewer Improvements Project (Zone 1), a comprehensive sanitary sewerage system rehabilitation initiative. The project involves replacing approximately 2,180 linear feet of 8-inch sewer mains using the pipe burst method and 290 linear feet of CIPP lining, with additional scope including sewer lateral replacement, manhole rehabilitation, asphalt removal and replacement, traffic control, and temporary/permanent grassing. Bidders must possess a valid Georgia "Utility Contractor" license and employ a "Utility Manager" certification holder to oversee the work. The bid submission deadline is November 13th, 2025, at 2:00 PM at the Glennville City Hall, with bids required to be accompanied by a bid bond or certified cashier's check for a minimum of 10% of the base bid. The project has a designated completion time of ninety (90) calendar days, and no bid may be withdrawn for sixty (60) days after the closing time. Bid documents can be obtained from Parker Engineering, LLC for a non-refundable fee of $150.00 per full-size set.
The contract opportunity is funded through the American Rescue Plan Act (ARPA) and the City of Glennville, with no specific set-aside designations for disadvantaged enterprises mentioned in the documentation. Contractors must comply with E-Verify requirements and provide Performance and Payment Bonds each equal to 100% of the contract price. The City reserves the right to reject any or all bids and waive informalities. While no incumbent vendors are specified, the project represents a significant infrastructure improvement for the local utility system. The total project budget is not explicitly stated, but the requirement for a substantial bid bond and performance guarantees suggests a considerable investment in municipal infrastructure rehabilitation. Interested contractors will need to demonstrate technical capability, licensing compliance, and financial stability to be considered for this sewer improvement project.
