About this opportunity
The City of Altoona, Wisconsin, through the West Central Wisconsin Regional Planning Commission, is seeking architectural and engineering (A&E) services for a FEMA Community Safe Room construction project at the Hillcrest Estates Mobile Home Park. The procurement is a Request for Proposals (RFP) for professional services to design and construct a 5,600 gross square foot safe room facility. Proposals will be evaluated based on five key criteria: Work Plan & Project Approach, Project Experience, Personnel, Project Schedule, and Fees & Reimbursable Costs. Interested firms must submit comprehensive proposals to Craig Johnson by 4:00 p.m. Central Standard Time on Friday, April 4th, 2025. The project is primarily funded through a grant from the Federal Emergency Management Agency (FEMA) of the U.S. Department of Homeland Security, indicating a significant federal involvement in the project. Potential respondents can obtain the full RFP by contacting Craig Johnson via email at cjohnson@wcwrpc.org or by telephone at 715-836-2918 ext. 21.
The RFP does not explicitly mention specific set-aside designations or restrictions for disadvantaged enterprises. The City of Altoona reserves the right to reject any or all proposals, re-advertise the RFP, postpone or cancel the procurement process, or waive irregularities in the best interest of the city. While no incumbent vendors are listed, the competitive nature of the RFP suggests an open procurement process. The document does not specify a precise budget range or award value, though the scale of the project (5,600 gross square feet) and the involvement of FEMA indicate a potentially significant project scope. The safe room's location in a mobile home park suggests the project aims to enhance community safety and resilience against potential natural disasters or emergency situations. Prospective firms should be prepared to demonstrate expertise in community infrastructure design, particularly in emergency management and safe room construction.
