About this opportunity

The Kentucky Transportation Cabinet Division of Purchases is requesting bids on highway material spreaders for the Division of Equipment under RFB 605_2700000131_1, with bids due October 9, 2026 at 1:30 p.m. Eastern Time and written questions due September 24, 2026.

The scope includes six 13.0 cubic yard stainless steel hopper spreaders, three 16.0 cubic yard spreaders, and optional offset chute and tank upgrades for each size class, plus a parts discount program. All spreaders must be constructed primarily of 304 stainless steel and equipped with dual augers, adjustable-deflector spinner assemblies, electric liquid de-icing dispensers capable of operation at speeds from 3 to 50 miles per hour, center discharge, liquid calcium dispensers, and beacon lights. Units shall be delivered assembled and ready for installation with one-year warranties against defective materials and workmanship.

The contract will run from award through October 31, 2027, with four optional one-year renewal periods and a tentative award date of October 30, 2026. Pricing must be firm for the first twelve months; increases thereafter require written justification based on industry-wide price changes.

Award is based on best value with 95 points allocated to lowest price and 5 points to best delivery time. Bidders must specify delivery time in calendar days after receipt of a delivery order; one percent per day is deducted from invoices for late deliveries unless circumstances beyond the vendor's control apply. All bidding is conducted electronically through the Kentucky Vendor Self Service system at https://vss.ky.gov. F.O.B. Destination pricing with vendor-prepaid freight applies; payment is made within thirty working days of invoice receipt and goods acceptance.

Resident bidders claiming Kentucky status must submit a notarized affidavit confirming one year of Kentucky business operations, including Kentucky income tax filing, unemployment insurance contributions, and workers' compensation coverage. Vendors must carry Commercial General Liability Insurance (minimum $1,000,000 per occurrence / $2,000,000 aggregate) and automobile liability insurance ($1,000,000 per occurrence combined single limit) if performing delivery.
