About this opportunity
Palm Beach County Board of County Commissioners is requesting quotes and bids for replacement of eight air handling units at Highridge Family Center under Annual Contract P-2025-000089, with sealed bids due November 12, 2026 at 2:00 p.m. and a mandatory pre-bid meeting on October 14, 2026 at 10:00 a.m. Contractor qualification is mandatory; qualification applications must be submitted at least 10 days before the bid due date. A Small Business Enterprise (SBE) Price Preference applies whereby a certified SBE's bid within 10% of the lowest non-SBE bid will be selected for award.
The scope requires removal and replacement of existing Trane air handling units with Palm Beach County-approved equivalents, upgrade of pneumatic accessories to digital controls, installation of new chilled water valves, dampers, actuators, and fresh air ductwork, replacement of supply plenums with doubled wall duct, installation of thermometers and pressure gauges, wall-mounted variable frequency drives, upgrade of the existing Trane Tracer BCU control system to Tracer SC+, system flushing and pressurization, and third-party licensed testing and balancing. The contractor must substantially complete work within 360 calendar days from Notice to Proceed, with liquidated damages of $180 per day for delay.
Bid security of at least 5% of bid price (cashier's check, certified check, money order, or bid bond) is required for bids of $200,000 or more. A public construction bond equal to 100% of contract value must be provided within 14 calendar days of award. The contractor must obtain all permits, provide a 10-year warranty on equipment and labor, coordinate with the existing Trane Building Automation System supplier for integration, and deliver six months' supply of MERV 13 filters at substantial completion. Bids must include OSBD Schedules 1 and 2, acknowledgment of all addenda, Commercial Non-Discrimination Certification, Human Trafficking Affidavit, and certification of compliance with prohibitions on diversity, equity, and inclusion materials. Confidential building plans and drawings are available only by direct contact with FDO-CID-Bids@pbc.gov or (561) 233-0261.
