About this opportunity

Mt. San Antonio College is soliciting proposals for an on-call high-voltage electrical services contract covering installation, repair, maintenance, and emergency response for systems up to 12kV. The procurement is a Request for Qualifications (RFQ) seeking contractors to provide services from September 2025 through August 2030, with potential annual renewals. Contractors must submit comprehensive proposals electronically via OpenGov by July 30, 2025, following a mandatory pre-proposal meeting on June 26, 2025. The evaluation process will score proposals across six criteria: completeness (10 points), proposer experience (30 points), references (10 points), staffing and organization (10 points), proposed fees (25 points), and professional licenses/permits (15 points). Qualified contractors must demonstrate extensive experience in high-voltage electrical work, provide comprehensive documentation, and be prepared to respond to emergency service needs. Work will be assigned through individual Work Authorization agreements on an as-needed basis, with no guaranteed minimum work volume.

The contract does not specify specific set-aside designations for disadvantaged enterprises. Contractors must hold appropriate professional licenses and possess comprehensive insurance coverage, including workers' compensation, commercial general liability, and professional liability, with the college district named as an additional insured. While no specific budget range is explicitly stated, the five-year contract allows for multiple consultant awards and includes provisions for annual performance reviews. Contractors must comply with prevailing wage requirements, maintain active Department of Industrial Relations (DIR) registration, and adhere to strict labor compliance standards. The district reserves the right to terminate the contract annually without cause and will conduct periodic evaluations of contractor performance. For projects exceeding $25,000, performance and payment bonds will be required, and contractors must maintain specific apprentice-to-journeyman ratios and meet all state labor regulations.
