About this opportunity

San Bernardino County Purchasing Department issued a Request for Proposal on May 14, 2026, for the rental of high-production digital presses to modernize its Print Shop operations. The procurement encompasses three specific equipment units: a Canon imagePRESS C810 or equivalent color digital press capable of 160+ pages per minute (Unit 1); a Canon varioPRINT 6000 TITAN 6220 or equivalent monochrome press capable of 200+ pages per minute with continuous roll-feed capability (Unit 2); and a Canon varioPRINT DP 140/130 or equivalent monochrome press capable of 130-140 pages per minute (Unit 3). Equipment will be deployed at two County locations: 777 E. Rialto Avenue in San Bernardino and Arrowhead Regional Medical Center in Colton. All monthly rentals must include maintenance, consumable operating supplies (excluding paper), training, and unlimited service calls with a maximum eight-hour response time and typical two-to-four hour resolution time. The contract term is five years commencing July 1, 2026, and ending June 30, 2031, on a month-to-month rental basis with no early termination penalties. Proposals must be submitted electronically through the County's ePro procurement system, with questions due by May 26, 2026, at 4:00 p.m., and proposals due by June 11, 2026, at 4:00 p.m. The tentative contract award date is July 2026. Evaluation will be weighted as follows: qualifications and experience (20%), technical review including work plan and specifications (50%), cost/revenue (25%), and references (5%).

A five percent local preference will be applied in the best-value evaluation, with local vendors receiving five percent of awardable points for cost. All proposers must register with the ePro procurement system prior to submission or face disqualification. Equipment must be new, and the County will not pay delivery fees or fuel surcharges. Proposers are required to provide comprehensive general liability insurance of at least $1,000,000, cyber liability insurance of $1,000,000 per occurrence, and automobile liability insurance, with the County named as additional insured. Pricing shall be submitted on a monthly basis per machine with invoicing required on a one-invoice-per-machine format, and annual overages must be billed as an aggregate amount at the end of each fiscal year. The County reserves the right to add, delete, or upgrade equipment mid-term without penalties and to terminate the contract at any time without cause with thirty days' notice or immediately for unsatisfactory performance. No incumbent vendors or specific budget ranges were identified in the procurement documentation.
