About this opportunity
Camden County Board of Commissioners is requesting competitive sealed proposals for replacement of a high-pressure breathing air compressor system at Naval Submarine Base Kings Bay, with proposals due October 1, 2026 at 2:15 p.m. (Proposal #P27-4200-05). Questions are due in writing by September 21, 2026. This is an Intergovernmental Service Agreement with Camden County serving as project manager on behalf of the Navy base.
The scope requires disconnection and removal of three existing RIX compressor units, installation of three new Sauer Hurricane Series WP4251 compressor packages with dryers, installation of four wall-mounted exhaust fans (10,000 CFM each), SCADA system integration, and post-installation air quality certification to CGA Grade D breathing air standards. All work must comply with OSHA standards, NEC electrical codes, and ASME piping and welding specifications. Work must be completed within 90 days of compressor unit delivery, with the critical constraint that two of three compressor units remain operational at all times during phased installation.
Contractor personnel must pass Defense Biometric Identification System security clearance checks and be U.S. citizens or legally authorized to work. Work is performed during regular base business hours (Monday–Friday, 0700–1600). Contractors must carry Workers' Compensation and liability insurance of at least $1 million and submit performance and payment bonds equal to 100 percent of the contract amount. Monthly payments are structured at 90 percent of approved estimates within 30 days, with 10 percent retainage until 50 percent work completion.
Proposals must include three references, E-Verify affidavits, subcontractor lists, bid bonds, certificates of insurance, and completed W-9 forms. Selection criteria emphasize responsiveness, responsibility, equipment quality, specification conformance, and warranty terms. A one-year contractor warranty and standard twelve-month manufacturer warranty on compressor units are required. Digital proposal documents are available from the Camden County website effective September 3, 2026. No proposal may be withdrawn after closing for 90 days.
