About this file
This is a Request for Proposal (RFP) issued by the Camden County Board of Commissioners in Georgia for the replacement of high-pressure breathing air compressor systems at Naval Submarine Base Kings Bay. The project involves disconnecting and removing three existing RIX compressor units, installing three new Sauer Hurricane Series WP4251 compressor packages with dryers, installing four wall-mounted exhaust fans (10,000 CFM each), integrating controls with the facility's SCADA system, and certifying post-installation air quality. Proposals are due October 1, 2026, at 2:15 PM, with questions accepted until September 21, 2026. RFP availability began September 3, 2026. Work must be completed within 90 days of compressor unit delivery. The project operates under an Intergovernmental Service Agreement between Camden County and Naval Submarine Base Kings Bay, with Camden County serving as project manager. All work must comply with OSHA standards, CGA Grade D breathing air quality standards, NEC electrical codes, and ASME piping and welding specifications. Contractor personnel must pass Defense Biometric Identification System security clearance checks, be U.S. citizens or legally authorized, and work during regular base business hours (Monday-Friday, 0700-1600). Critical constraints require two of three compressor units remain operational at all times during phased installation.
Contractors must maintain Workers' Compensation and liability insurance of at least $1,000,000 and submit performance and payment bonds equal to 100 percent of the contract amount before work commencing. Proposals must include three references, E-Verify affidavits, subcontractor lists, bid bonds, certificates of insurance, and completed W-9 forms. Monthly payment is structured with 90 percent of approved estimates paid within 30 days, with 10 percent retainage until 50 percent of work is completed, after which no additional retainage is required unless work falls behind schedule. All work includes a one-year contractor warranty covering materials, equipment, and workmanship, plus a standard twelve-month manufacturer warranty on compressor units. Successful bidders will be selected based on responsiveness, responsibility, equipment quality, specification conformance, and warranty terms, with Camden County reserving the right to reject any or all proposals and waive minor irregularities.

1. STATEMENT OF WORK & GENERAL CONDITIONS
1.1 Intent
This specification herein states the minimum requirements of the High-Pressure Breathing Air Compressor Replacement Project. The intent of this specification is to disconnect, remove, and dispose of three (3) existing RIX compressor units, provide and install three (3) new Sauer Hurricane Series compressor packages and dryers, install four (4) wall-mounted exhaust fans, integrate controls with the site SCADA system, and certify the air quality post-installation.
1.2 Proposal Terms & Responsiveness
All submitted bids must be regular in every aspect. Unauthorized conditions, limitations, or provisions shall be cause for rejection. Any irregular or non-responsive proposals that are not prepared and submitted in accordance with this RFP and specification document, or any proposals lacking sufficient technical literature to enable the County to make a reasonable determination of compliance with the specifications, will be rejected. It shall be the proposer’s responsibility to carefully examine each item of the specification. Failure to offer a completed proposal or failure to respond to each section of the technical specification will cause the proposal to be rejected without review as non-responsive. All variances, exceptions, and/or deviations shall be fully described in a separate attachment titled "Exceptions to Specifications" with direct references to line/section numbers.
1.3 On-Site Field Assessment Context
The County utilized the services of a contractor to conduct an on-site field assessment of the High-Pressure Breathing Air system to assist in the development of the specifications for this RFP and general improvement of the system. The site survey consisted of a complete review of the original building construction plans as well as an extensive review of the current system, including existing utilities, equipment pads, controls, and system demand.
1.4 Project Oversight & Reservation of Rights
Camden County has an Intergovernmental Service Agreement with Naval Submarine Base Kings Bay and will act as the project manager for the removal and installation of the specified equipment on the Naval Base. The County reserves the right to reject any or all proposals or any part thereof, and to waive any minor technicalities. All companies submitting a proposal must be qualified companies and meet all requirements as noted in the contract documents and specifications.
2. SECURITY, SITE ACCESS, AND LOGISTICS (NAVAL SUBMARINE BASE KINGS BAY)
• Security Clearances: Contractor’s staff must pass all required Naval Submarine Base Kings Bay security clearance checks (e.g., Defense Biometric Identification System / DBIDS) prior to commencing work on site. All contractor personnel must be U.S. citizens or legally authorized non-citizens with appropriate base access privileges.
• Base Access & Delays: Daily work will require entrance through restricted security gates. Contractor shall factor potential gate delays and vehicle inspection times into their schedule and daily operations.
• Storage & Laydown Area: On-site laydown space will be designated by the County for temporary storage of new equipment and decommissioned units during installation. The contractor is responsible for securing, weatherproofing, and maintaining all tools and equipment placed in the laydown area.
• Hours of Operation: All work shall be performed during regular base business hours (Monday through Friday, 0700–1600) and coordinated directly with County project staff.
3. GOVERNING CODES & APPLICABLE STANDARDS

NO CORRECTIONS
Once a competitive proposal is submitted, the County shall NOT accept any request by any proposer to correct errors or omissions in any calculations or competitive price submitted. Not later than the fifth day of every month the Contractor shall prepare and submit a Request for Periodic Payment, along with an Affidavit of Payment of Claims, covering the total quantities under each item of work that has been completed from the start of the job up to and including the last day of the preceding month, and the value of the work so completed determined in accordance with the schedule of values for such items together with such supporting evidence as may be required by the Owner or its designee. This estimate may also include an allowance for the cost of such materials and equipment required in the permanent work as has been delivered to the site or stored in an approved location and suitably protected but not as yet incorporated for the work. Under no circumstances shall any material or equipment, for which payment has been made by the Owner to the Contractor, be sold, returned to the supplier or otherwise moved from the storage except for incorporation into the work as covered in this contract without written authorization from the Owner. After the gross value of the completed work becomes equal to 50% of the total contract amount within a time period satisfactory to the Owner, than the Owner will continue to retain the 10% of the first 50% of the work but will not require any additional retainage; provided, however, that if work is unsatisfactory or falls behind schedule, retention may be resumed at the previous level after notification to the Contractor.
