About this opportunity
The Fulton County Board of Health (FCBOH) is seeking proposals from qualified non-profit organizations to provide comprehensive High Impact HIV Prevention and Surveillance Services for the 2024-2025 fiscal year. The procurement focuses on implementing strategies aligned with the CDC's Ending the HIV Epidemic (EHE) initiative, specifically targeting the diagnose, treat, and prevent pillars of HIV intervention. Proposers can apply for two service categories: Category A (Community-Based HIV Testing in Non-Healthcare Settings) and Category B (HIV Testing in Healthcare Settings), with a focus on priority populations including Black/African American and Hispanic/Latino communities. The key objectives include increasing knowledge of HIV status, reducing HIV transmission, preventing new infections, improving linkage to care, and eliminating perinatal transmission. The solicitation was issued on May 19, 2025, with proposals due on May 30, 2025, at 11:00 A.M., and a pre-proposal conference scheduled for May 28, 2025. Evaluation criteria will likely include the proposer's ability to deliver innovative and disruptive approaches to combating HIV transmission and improving health outcomes.
Eligible proposers must be non-profit organizations with 501(c)(3) status, located in Georgia, and providing services specifically in Fulton County. Organizations must possess a Unique Entity Identifier number and are required to select at least one testing category, one priority population, and one pillar for innovative HIV prevention activities. The funding for this project is provided through the GIA 645 Core funding initiative and the Ending the HIV Epidemic (EHE) grant, administered through the Georgia Department of Public Health. Allowable costs are limited to personnel, fringe benefits, social media and marketing, local travel, supplies, and indirect costs up to 15%. The contract term is initially one year, with potential for three additional one-year renewals. Funding ranges from $75,000 to $280,000, depending on the selected category and scope of services. The procurement encourages organizations to develop cutting-edge strategies and methodologies to address HIV-related health disparities in Fulton County.
Opportunity text
Fulton County Board of Health (¿FCBOH¿) is seeking proposals from qualified firms/vendors to provide HIV prevention services in Fulton County on the behalf of FCBOH Medical and Preventive Services (MPS), Sexual Health Promotion (SHP) HIV Prevention Program. The services being sought are an element of FCBOH¿s High Impact HIV Prevention and Surveillance Program to increase knowledge of HIV status, reduce HIV transmission, prevent new HIV infections, improve linkage to care and viral suppression, and to eliminate perinatal transmission. The funds available are through the GIA 645 (Core funding initiative) and The Ending the HIV Epidemic (EHE) grant issued by the Center for Disease Control and Prevention (CDC) administered through the Georgia Department of Public Health (State). These funds focus on implementing strategies that will extend the four pillars of the EHE Initiative in communities most affected by HIV across Fulton County. These pillars are to: Diagnose all people with HIV as early as possible. Treat people with HIV rapidly and effectively to result in sustained viral suppression. Prevent new HIV transmissions by using proven interventions, including condom distribution, pre-exposure prophylaxis (PrEP), postexposure prophylaxis (PEP), and syringe services programs (SSP). Respond quickly to potential HIV outbreaks to get vital prevention and treatment services to people who need them. This RFP will focus on the diagnose, treat, and prevent pillars.
