About this opportunity

The Florida Department of Transportation (FDOT) is seeking competitive bids for a High Capacity Direct Shear Testing Machine to be delivered to the FDOT State Materials Office in Gainesville, Florida. The procurement covers a fully automated large direct shear testing machine capable of measuring horizontal shear resistance for fine aggregate, coarse aggregate, and geosynthetic materials. Specific machine requirements include 20,000 lbf load capacity, ability to test 12 square inch specimens, test speeds between 0.002 and 0.2 inches per minute, and 0.25% load measurement accuracy. Required components include a shear box assembly, filler block, 12-inch porous stones, data cable, compaction table, and 12-inch square load pad. The vendor must provide comprehensive services including on-site calibration, full assembly, software installation, and a 12-month warranty. Key procurement dates include a technical question deadline of February 25, 2025, bid response deadline of March 13, 2025 at 10:00 AM EST, and a public bid opening at 1:00 PM EST the same day, with equipment delivery required by September 1, 2025.

The solicitation is open to vendors registered in the State of Florida's MyFloridaMarketplace system, with specific legal restrictions preventing companies on the Scrutinized Companies Lists from bidding on contracts over $1 million. A 5% price preference is available for Florida-based businesses if the lowest bid comes from an out-of-state vendor whose state does not offer similar preferences. All payments to the successful vendor will be subject to a 1% MyFloridaMarketplace transaction fee. No performance bond or general liability insurance is required for this procurement. Bidders must comply with section 20.055(5) of Florida Statutes and are prohibited from contacting agency employees about the solicitation during a specified blackout period. The contract will be awarded to the lowest responsive and responsible bidder, with the vendor required to submit annual maintenance contract costs, equipment dimensions, weight information, and general terms and conditions separately from the bid price.
