About this file

This Questions and Answers document is from the Florida Department of Transportation (FDOT) regarding bid number DOT-ITB-25-9052-SD for a High Capacity Direct Shear Testing Machine. The bid opening date is scheduled for March 13, 2022, at 1:00 PM. The document addresses delivery requirements, with FDOT confirming that while September 1, 2025, is the final deadline (coinciding with their year-end budget), early delivery of the equipment and completion of installation and training services before the end of September 2025 would be acceptable.

The document clarifies technical specifications, specifically that FDOT will only accept a fully automated large direct shear testing machine and will not consider semi-automated systems with analog features. The fully automated system must allow users to load samples onto the shear box and return only to print reports, with no manual readings or adjustments required during testing. The system must provide automatic stress and strain control during testing and generate fully automated reports, features that distinguish it from more labor-intensive semi-automated systems.

QUESTIONS AND ANSWERS

Question 1

With reference to the delivery paragraph on page 5 of the “9052 solicitation document” pdf for tender DOT-ITB-25-9052-SD, could you please confirm the reason(s) and driver(s) for having September 1, 2025, as the deadline? Would it be acceptable to have the equipment delivered before this deadline and the on-site services for installation and training delivered before the end of September 2025?

Answer 1 Yes, we would certainly accept early delivery. The date of Sept 2025 coincides with out year end budget deadline. After that date, we can no longer use current budget.

Question 2

A fully automated large direct shear system will allow the user to load the sample onto the shear box and just come back to print the report: there will be no manual readings, no user adjustments to perform during testing, stress and strain are controlled automatically during testing, and a fully automated report is provided. A semi-automated system will not provide these costs and ease of use advantages however will require intensive manual and time-consuming interventions from the user. With reference to the Specification Requirement paragraph on pages 4 and 5 of the “9052 solicitation document” pdf for tender DOT-ITB-25-9052-SD, could you please confirm whether Florida DOT will only accept a fully automated large direct shear or will a semi-automated one having analog feature be acceptable as well?

Answer 2

Florida DOT will only accept a fully automated large direct shear.
