About this opportunity

The Texas Health and Human Services Commission (HHSC) Procurement and Contracting Services division is requesting bids on a blanket purchase order for telecom parts and tools on behalf of Wichita Falls State Hospital under IFB HHS0017697, with responses due August 10, 2026 at 10:30 AM Central Time. Questions closed July 29, 2026; an addendum with responses posted August 4, 2026.

The scope includes power tools (Milwaukee M18 FUEL 1/2" Hammer Drill/Driver and Cordless HACKZALL), fasteners (machine bolts, anchor kits), hand tools (electrician scissors, 6-piece sets), rotary masonry drill bits, socket sets, and cordless drill batteries with charger. Bidders offering items not specified by brand or part number must supply product literature for evaluation; failure to do so may result in non-consideration. All deliveries must occur between 8:00 AM and 4:00 PM (excluding 11:00 AM to 1:00 PM) on dates specified in purchase orders, with proper carton and pallet labeling; reworked products, previously refused items, or seconds will not be accepted. Standard delivery is 14 days after order receipt unless otherwise stated.

The estimated contract value is up to $50,000 based on one-year historical spending, though HHSC provides no guarantee of volume or usage. The initial contract term runs September 1, 2026 through August 31, 2027, with an option to extend for one additional year at HHSC's sole discretion. Both HHSC and the Department of State Health Services may use any awarded contract. Unit prices must be firm and fixed for the contract life, covering all labor, equipment, materials, supplies, and related expenses; freight is quoted prepaid and included in F.O.B. Destination pricing. Price adjustments may be permitted only at HHSC's discretion, tied to the Consumer Price Index or Federal Minimum Wage increases.

Evaluation criteria are specification compliance, delivery capability, and price, with award based on best value to the State rather than lowest price alone. HUB Subcontracting Plans are encouraged but not required. Bids are firm for 240 days from submission. Submit responses to pcsbids@hhsc.texas.gov, through the HHS Online Bid Room, or by hand delivery or overnight mail of a USB drive.
