About this opportunity

The Texas Health and Human Services Commission is soliciting bids for telecom parts and tools under solicitation HHS0017595, with proposals due August 3, 2026.

The scope comprises telecommunications equipment, parts, and specialized tools required to support HHS operations and maintenance activities. Bidders must submit pricing for multiple line items using the standardized pricing sheet (Exhibit C), with unit prices, extended pricing, and total cost proposals required for each line item to enable transparent bid comparison.

Bidders must complete and submit the Solicitation Affirmations (Exhibit A) as a mandatory component of their proposal package, confirming compliance with solicitation terms, conditions, specifications, and state contracting standards. All submissions must follow the procedures outlined in Exhibit D, with optional use of the HHS Online Bid Room available through the IAMOnline portal; registration requires a new account using an email address as the external user ID, with activation links active for seven days. Bidders with previous Enterprise Portal or IAMOnline access must register using a different email address, as the system does not permit duplicate email addresses. Technical difficulties with the optional bid room system are not grounds for protest of contract award. The HHS Help Desk is available at 512-438-4720 or 855-435-7181 (toll-free), Monday through Friday, 7:00 A.M. to 7:00 P.M. Central Time.

Contract Affirmations (Exhibit B) establish comprehensive compliance requirements including accurate information submission, suspension and debarment representations, human trafficking prohibitions, cybersecurity training, E-Verify participation, seven-year record retention, unrestricted audit access, indemnification of the state, intellectual property vesting in the System Agency, and compliance with state and federal laws including prohibitions on Israel boycotts, energy company boycotts, abortion-related funding restrictions, and artificial intelligence system disclosures. Evaluation will be based on price, quality, availability, and vendor qualifications. Award will be made to the qualified vendor or vendors offering best value to the state.
