About this opportunity

The Texas Health and Human Services Commission (HHSC) Procurement and Contracting Services division is requesting bids on promotional materials for the Austin SNAP program under IFB HHS0017593, with responses due July 24, 2026 at 10:30 a.m. Central Time. A HUB Subcontracting Plan promoting State of Texas-certified Historically Underutilized Businesses is required.

The scope comprises 16 line items of promotional products with imprinting capabilities: stylus pens, hand sanitizer bottles, journals, mesh bags, notepads, cooling towels, phone stands, jar openers, insulated totes, measuring spoons and sets, clips, fans with flashlights, push pop cubes, and fold-up flyers. Quantities range from 1,000 to 3,000 units per item. Specifications include product color standards, imprint locations, and material requirements. Bidders proposing items other than specified brands or part numbers must submit supporting literature or risk bid rejection. Standard delivery is 14 days after order receipt. All pricing must be firm and fixed for the contract life, quoted F.O.B. Destination with freight prepaid and included. Pricing adjustments are permitted at HHSC's sole discretion using the Consumer Price Index for Urban Wage Earners and Clerical Workers (CPI-W) or CPI-U from the Bureau of Labor Statistics, Region VI, or based on Federal Minimum Wage increases.

The historical monetary value for similar goods is $50,000 for a one-year period, provided as a guideline only and not representing guaranteed volumes. The initial contract term runs July 30 through August 31, 2026, with an option for one-year extension at HHSC's sole discretion. Evaluation criteria are bidder ability to meet specifications and delivery requirements and price, with HHSC reserving the right to make single or multiple awards for best value rather than lowest price.

Questions are due July 15, 2026 at 10:30 a.m., with responses posted by July 20. Responses remain binding offers for 240 days. Submissions must include completed Exhibit A (HHS Solicitation Affirmations) and Exhibit C (Pricing Sheet). Both HHSC and the Department of State Health Services are entitled to use any awarded contract.
