About this opportunity

The Texas Health and Human Services Commission (HHSC) Procurement and Contracting Services division is requesting bids on Glocks, ammunition, and trade-ins under IFB HHS0017580, with responses due July 15, 2026 at 10:30 a.m. Central Time and a questions deadline of July 2, 2026. The contract will be available for use by both HHSC and the Department of State Health Services.

The procurement calls for 45 units each of Glock 19 9mm Gen6 LE pistols (or equal), Holosun 507 miniature reflex sights with red circle dot reticles (or equal), and Safariland SOLIS ALS OWB holsters (or equal), plus freight charges. Bidders offering alternative brands or part numbers must include supporting literature for evaluation; failure to provide documentation may result in bid rejection. The solicitation also includes a trade-in or buy-back component for 43 used Glock pistols of varying generations (Gen 3, Gen 4, and Gen 5), with individual serial numbers or inventory codes provided.

Pricing must be submitted as firm, fixed prices on the provided Pricing Sheet (Exhibit C), quoted on an F.O.B. Destination basis with freight prepaid and included. Standard delivery is 14 days after receipt of order. Price adjustments are permitted only at HHSC's sole discretion and must correlate with the Consumer Price Index using the specified Bureau of Labor Statistics formula. Contractors may request adjustments based on federal minimum wage increases if supported by documentation.

The historical spend for similar goods is $25,000 annually, provided only as a guideline and not as a guarantee of volumes or compensation. No volume, usage, or compensation is guaranteed, and all contracts remain subject to appropriations and fund availability. The anticipated contract start date is August 1, 2026, with term based on the delivery schedule. HHSC has the option to extend the contract for up to one additional year at its sole discretion.

Evaluation will be based on best value to the State of Texas, considering bidder qualifications, ability to meet delivery requirements, and pricing. HHSC requires compliance with Historically Underutilized Business (HUB) opportunities and performance monitoring through the Vendor Performance Tracking System for contracts exceeding $25,000.
