About this opportunity
The Texas Health and Human Services Commission (HHSC) is requesting bids for orthotics and prosthetics supplies and services for El Paso State Supported Living Center under IFB HHS0017542, with bids due July 7, 2026 at 10:30 a.m. Central Time and questions due June 29, 2026.
The scope includes evaluation, modification, and delivery of orthopedic footwear through monthly foot clinics conducted by a certified prosthetist-orthotist (CPO) or licensed prosthetist-orthotist (LPO). Line items cover custom orthopedic extra depth shoes, standard orthopedic extra depth shoes, custom molded foot inserts for non-diabetic patients, varus/valgus correction straps, shoe sole repairs, and shoe lifts. All pricing must be firm and fixed on the provided pricing sheet, with labor, equipment, materials, and related expenses incorporated into unit rates. Freight is prepaid and included in vendor pricing. The IFB does not specify item quantities; actual quantities are determined by facility need during contract execution. Place of performance is 6700 Delta Drive, El Paso, Texas 79905.
The contract term runs from the award date through August 31, 2031, with four one-year renewal options (September 1, 2027 through August 31, 2031) and one additional one-year extension option available at HHSC's sole discretion. Price adjustments during the contract term are permitted only at HHSC's discretion and are correlated to the Consumer Price Index, Region VI, with supporting documentation required. Contractors may also request adjustments based on Federal Minimum Wage increases if applicable.
Both HHSC and the Department of State Health Services are entitled to use any resulting contract. HHSC does not guarantee volume, usage, or compensation. Evaluation is based on ability to meet specifications, delivery performance capability, and price. Historically Underutilized Business (HUB) subcontracting plans are encouraged but not required. HHSC reserves the right to make single or multiple awards. All contracts are subject to appropriations and availability of funds. Bids may be submitted in-person at 1100 W. 49th Street, Austin, Texas or through the optional HHS Online Bid Room (requires IAM registration; allow sufficient time for account activation prior to deadline).
