About this opportunity
The Texas Health and Human Services Commission (HHSC) is requesting bids on tamper-proof anti-ligature security grilles for Rusk State Hospital under IFB HHS0017002, with bids due February 19, 2026 at 10:30 AM Central Time. Questions were due February 11 with responses posted as Addendum 1 on February 13. The HHSC Procurement and Contracting Services division is procuring on behalf of Rusk State Hospital.
The scope comprises 25 units of Size D5 grilles (12×12 inches) and 3 units of Size F7 grilles (16×16 inches), both carbon steel construction in off-white finish with thread and sight-resistant cores. Grilles must feature 3/16"×3/16" openings, 12-gauge material thickness, and 12-gauge Torx T25 tamper-proof screws suitable for HVAC security applications in a hospital setting. Bidders offering equivalents to the specified Model SV22 S-Vent Security Grille must submit detailed specification sheets demonstrating equivalency. Estimated delivery is 14 days after order receipt.
Pricing must be firm and fixed on the supplied Exhibit C pricing sheet, quoted F.O.B. Destination with freight prepaid and included in unit prices, or with separately identified exact delivery costs and terms. No contract value is disclosed; HHSC does not guarantee volume or compensation, and all contracts remain subject to appropriations and fund availability.
The initial contract term runs February 25 through August 31, 2026, with an optional one-year extension at HHSC's sole discretion. Award determination follows best value to the State of Texas, evaluated on ability to meet specifications and delivery requirements alongside price, not lowest price alone. Prices may be adjusted during the contract term only at HHSC's discretion, tied to CPI-W, CPI-U, or federal minimum wage increases with supporting documentation. HUB Subcontracting Plan compliance is required. Responses must include a signed Solicitation Affirmations and Addendum Acknowledgement Form; failure to submit the addendum acknowledgement may result in disqualification. Bidders may submit electronically via the HHS Online Bid Room or email to pcsbids@hhs.texas.gov.
