About this opportunity

The Commonwealth of Pennsylvania Department of Labor and Industry, Office of Vocational Rehabilitation, on behalf of Commonwealth Technical Institute at the Hiram G Andrews Center in Johnstown, is requesting bids on perishable and non-perishable foods for the period November 1–December 31, 2026, under IFB 6100066831, with bids due October 22, 2026 and questions due October 19, 2026 at 4:00 p.m. ET.

The Reciprocal Limitations Act applies to bids of $10,000 or more, establishing preferential pricing adjustments favoring Pennsylvania-based bidders and Pennsylvania-manufactured supplies; bidders must document manufacturer location and state of manufacture for all items and, if claiming preference, provide proof of Pennsylvania business establishment.

The scope covers six commodity categories — fresh and frozen fruits and vegetables, meat and poultry, fish and seafood, dairy products and eggs, breads and bakery products, and beverages — for up to 350 resident students, Pennsylvania employees, and guests requiring three daily meals and snacks. Specific line items include blueberry bagels, pretzel rolls, buttermilk biscuits, tortillas, pizza crusts, yeast donuts, klushki noodles, peas and carrots, soy sauce, and buffalo sauce in specified quantities. Vendors must be manufacturers or authorized sellers with proper manufacturer certifications and comply with USDA meat and poultry inspection requirements. Delivery is Monday through Friday between 7:00 a.m. and 2:30 p.m. ET with multiple deliveries per week and not fewer than three days between deliveries; all cases must not exceed 60 pounds. Vendors must maintain a minimum 95 percent fill rate, notify the facility within 24 hours of unavailable products, and meet shelf-life standards: one month for frozen items, two weeks for refrigerated items, one week for fresh produce.

The initial contract term is 90 days with DLI holding an option to extend for an additional 90 days under identical terms and conditions. Award will be by low cost to eligible responsive and responsible bidders with no guaranteed minimum. Pricing is FOB destination with no separate freight charges. Payment for awards under $10,000 will be made by purchase card; all invoices must include PO number, invoice date, invoice number, and gross amount.

Bidders must submit the completed Specifications, Worker Protection Form (BOP-2201 2021-06), Reciprocal Limitations Act form, and all documents outlined in the Statement of Work.
