About this opportunity
The Massachusetts Division of Marine Fisheries (DMF) is seeking to contract with commercial fishing entities to upgrade and/or install portside sampling infrastructure and equipment at sites where Atlantic herring are offloaded. The goal is to increase safe access to unsorted landings of the Atlantic herring midwater trawl fleet by providing portside sampling infrastructure that meets NMFS technical and safety standards. DMF is seeking to compensate commercial fishing entities for creating this infrastructure at a minimum of 4 and a maximum of 11 stations located in Massachusetts ports. The upgrades and installations are required to be completed by December 31, 2019, and the estimated contract start date is November 1, 2019. The procurement process includes a bid opening date of October 30, 2019.
This is a small procurement targeted to businesses participating in the Commonwealth's Small Business Purchasing Program, with subcontracting limited to no more than 20% of the contract value unless with another SBPP-registered participant. The total estimated value of the procurement is $21,000 and will be dependent on the availability of federal funds provided through the Atlantic States Marine Fisheries Commission. There are no listed incumbent vendors or current contractors, and the procurement does not require any existing infrastructure or technology integration.
