About this opportunity

The Connecticut Department of Transportation (CTDOT) is requesting statements of qualifications for a Construction Manager/General Contractor (CM/GC) contract covering the Heroes Tunnel Project (0167-0108) and Route 15 Interchange 46 Improvements (0092-0689) in New Haven, Hamden, and Woodbridge, with the RFQ anticipated to be advertised on August 26, 2026.

Firms must be prequalified in CTDOT Group No. 7 (Road Construction and Rehabilitation: Limited Access Highways/Freeways), Group No. 9 (Intermediate Bridges), and Group No. 15 (Intelligent Transportation Systems). Contractors not yet holding these prequalifications must complete the prequalification process by September 24, 2026. A Project Labor Agreement may be required.

The Heroes Tunnel scope includes replacement of the concrete tunnel liner, fire protection and life safety system upgrades, ventilation system enhancements with jet fans, emergency egress improvements, electrical and lighting system replacements, and rehabilitation of Bridges 00774A and 00774B. The Route 15 Interchange 46 scope encompasses installation of acceleration and deceleration lanes, relocation of the northbound on-ramp to a new loop ramp, replacement of Bridge 00771, superstructure replacement and widening of Bridge 00772, raising of the Route 15 profile for improved clearance, and construction of retaining walls.

During preconstruction, the contractor will provide constructability reviews, cost estimating, scheduling, risk identification, and evaluation of innovative approaches. Project goals emphasize addressing structural deficiencies while meeting current design standards, minimizing impacts to the traveling public and adjacent properties, optimizing the construction schedule, and controlling costs through collaboration with CTDOT and the Designers of Record.

Estimated contract value, contract term, specific pricing terms, and detailed budget information are not disclosed in the available documentation. Questions should be directed to DOTContracts@ct.gov or (860) 594-3390.
