The project encompasses two interrelated initiatives: Project No. 0167-0108 (Heroes Tunnel Project) and Project No. 0092-0689 (Route 15 Interchange 46 Improvements), both located in New Haven, Hamden, and Woodbridge, Connecticut. The Heroes Tunnel improvements include replacement of the concrete tunnel liner, fire protection and life safety system upgrades, ventilation system enhancements with jet fans, emergency egress improvements, electrical and lighting system replacements, and rehabilitation of Bridge Nos. 00774A & 00774B. The Route 15 Interchange 46 improvements involve installation of acceleration and deceleration lanes, relocation of the northbound on-ramp to a new loop ramp, replacement of Bridge No. 00771, superstructure replacement and widening of Bridge No. 00772, raising of the Route 15 profile for improved clearance, and construction of retaining walls. During the preconstruction phase, the contractor will provide constructability reviews, cost estimating, scheduling, risk identification, and evaluation of innovative approaches. The RFQ is anticipated to be advertised on August 26, 2026, on the CTSource Bid Board, with firms required to be prequalified for Group No. 7 (Road Construction and Rehabilitation: Limited Access Highways/Freeways), Group No. 9 (Intermediate Bridges), and Group No. 15 (Intelligent Transportation Systems). Contractors not yet holding these prequalifications must complete the prequalification process by September 24, 2026.

Project goals include addressing structural deficiencies while meeting current design standards, minimizing impacts to the traveling public and adjacent properties, optimizing the construction schedule, controlling costs through collaboration with CTDOT and the Designers of Record, delivering the project within the established budget, and engaging a contractor with demonstrated experience in complex tunnel, bridge, roadway, and traffic management improvements. A Project Labor Agreement (PLA) may be required for this contract. Specific pricing terms, budget amounts, and funding sources are not detailed in this advanced notice document.
