About this opportunity

The Central Florida Tourism Oversight District (CFTOD) is soliciting bids for an Invitation to Bid (ITB) #C006786 for Herbicide Supply & Delivery, specifically targeting aquatic herbicide chemicals for Hydrilla treatment and control. The procurement is focused on providing EPA-registered herbicide equivalents approved for aquatic use, with suppliers required to submit comprehensive documentation including Safety Data Sheets and complete Exhibit B-Product Table. Vendors must be registered through PlanetBids to access supporting bid documents and submit questions, with the solicitation covering products to be delivered directly to the site for immediate use, as CFTOD lacks storage permits and facilities for large chemical quantities. The bid is jurisdiction-specific to Osceola County, Florida, with products to be ordered on an as-needed basis, typically 2-3 times annually. The solicitation was posted on February 25, 2025, with proposals due by March 12, 2025, and requires potential suppliers to demonstrate capabilities in providing specialized aquatic herbicide chemicals that meet strict environmental and safety standards.

The procurement appears to maintain preferences for local vendors, veteran small businesses, and opportunity zone businesses, though specific set-aside percentages are not explicitly detailed in the provided documentation. While no incumbent vendors are mentioned, the bid emphasizes the importance of EPA registration and environmental compliance as key evaluation criteria. The procurement does not specify a precise budget range or award value, instead focusing on an as-needed ordering model that allows flexibility in product procurement. Potential bidders must be prepared to provide immediate delivery capabilities and comprehensive chemical documentation, with an understanding that orders will be sporadic and volume-variable. The use of PlanetBids as the electronic bidding platform indicates a commitment to transparent procurement processes, allowing vendors to freely register and access bid information. Successful vendors will need to demonstrate robust supply chain management, environmental compliance, and the ability to rapidly respond to the district's specialized herbicide treatment requirements.

The Central Florida Tourism Oversight District (herein after "District", "Owner" and "CFTOD") is a Special Taxing District that serves as a local government entity. The District is responsible for its public infrastructure including, but not limited to roads, bridges, and water control system.

The District is requesting services to provide aquatic herbicide chemicals for the treatment and control of Hydrilla.

The supplier must be able to provide documentation of Safety Data Sheets and labels for chemicals purchased as well as completing Exhibit B-Product Table. All herbicide equivalents must be registered and approved by the Environmental Protection Agency (EPA) for aquatic used.

Due to the fluctuation in need, the products will be ordered on an as needed basis. The District will typically place an order 2 to 3 times a year.

Central Florida Tourism Oversight District is not authorized by permit nor has the appropriate facility to store large quantities of chemicals; therefore, products will need to be delivered to the site for immediate use.
