About this opportunity

The City of Philadelphia Procurement Department is requesting quotations on herbicide through a micro order purchase with a due date of October 14, 2026, to be awarded as a whole or by line item to the lowest responsive and responsible bidder. This is a requirements contract structure.

Sellers must quote all line items to be eligible for award. No delivery or service provision may occur until official notification from the Department. Quotes must be submitted electronically through PHLContracts.phila.gov and must remain valid for 60 days from submission or throughout the entire contract term for requirements contracts. A signed Consent and Authorization Agreement is required prior to bid closing; vendors may attach it to their profile at registration to avoid resubmitting it with each subsequent bid.

Delivery locations span six Philadelphia districts: Fluehr Park at 4800 Grant Ave (District 1), 5501 Tacony St (District 3), 7301 Henry Ave (District 4), 3850 W Ford Rd (District 5), 1700 Pattison Ave (District 7), and Haverford Ave and Lansdowne Ave (District 8).

The maximum contract value is $45,000, adjusted annually by the Consumer Price Index for All Urban Consumers (CPI-U) from January 1, 2020 to the most recently published rate, rounded to the nearest $1,000. The contract term runs 365 days from the Effective Date specified in PHLContracts. All prices must be quoted net and exclusive of taxes. The City is exempt from federal excise taxes, transportation taxes, and Pennsylvania Sales and Use Tax.

Awardees must carry Workers' Compensation insurance at statutory limits, General Liability of $500,000 per occurrence, and Automobile Liability of $300,000 per occurrence, and must comply with nondiscrimination and ethics requirements. Payment is made via electronic deposit following delivery and City approval. Submission of an LGBTQ Applicant Data Form is optional.
