Qualified bidders must possess appropriate Pennsylvania licensing and business authorization, maintain commercial general liability insurance with minimum coverage limits of $2,000,000 general aggregate per project, comply with Pennsylvania Prevailing Wage Act requirements, and provide 10 percent bid bonds with performance and payment bonds each equal to 100 percent of the contract price. The contract documents reference the EJCDC Standard General Conditions (2013 Edition) and require all materials and work to conform to Pennsylvania Department of Transportation specifications and applicable local codes and regulations. No specific set-asides or disadvantaged enterprise designations are mentioned in the procurement documentation, though all contractors must comply with prevailing wage rate determinations specific to each school location. The contract specifies monthly contractor payments with 10 percent retainage prior to 50 percent completion and 5 percent thereafter until final payment, and the school district is tax-exempt, meaning contractors will not collect sales tax on materials and services. No incumbent vendors or current contractors are identified in the available documentation, and no specific budget or award value range is provided, though all bids must cover completion costs for the entire scope of work across all five facility locations as outlined in the project manual and construction plans prepared by ELA Group.
