About this opportunity
The Florida Department of Health is seeking authorization to procure HemoCue Hb 301 System Hemoglobin Analyzers and Hb 301 Microcuvettes through a single-source purchase in Leon County, Florida. This procurement is driven by federal regulations under 7 CFR 246.7(e), which mandate hematological testing for all infants over nine months of age, children up to age five, and pregnant women participating in the WIC program. The Hb 301 hemoglobin analyzer delivers test results in under three seconds and features microcuvettes with extended shelf life compared to alternative systems, enabling rapid and efficient testing that minimizes patient distress while improving program service quality. The contract covers a three-year term, with a posting date of January 20, 2026, and a vendor information receipt deadline of February 10, 2026, at 1:00 PM EST. Interested parties may submit inquiries to Bill Zimmerman at the Department of Health at (850) 617-5894 or Bill.Zimmerman@flhealth.gov. The procurement is governed by Florida Statutes sections 120.57(3) and 287.057(3), and Florida Administrative Code Chapter 60A-1.045, with the agency providing written notice of its final determination following a seven business day posting review period.
This procurement is designated as a single-source purchase, which restricts competition to HemoCue America, identified as the exclusive manufacturer and seller of the Hb 301 hemoglobin analyzer and microcuvettes in the United States. The single-source justification emphasizes the product's unique technical capabilities and the unavailability of competing alternatives. HemoCue America is the intended vendor for this procurement; no incumbent contractors or alternative suppliers are identified. The estimated total contract value is $600,000.00 over the three-year performance period. The purchase request has been approved by Allegra Small, Purchasing Director, with internal tracking number EXP2659.
Opportunity text
The Department, has multiple programs that have a need to purchase Hemocue Hb 301 SystemHemoglobin Analyzer and Hb 301 Microcuvettes to be used for hemoglobin testing. Federal Regulations for the WIC program (7 CFR 246.7(e)) requires hematological testing for all infants over nine months of age, children up to age five and women. The requirement to perform this testing on infants and young children makes it critical to perform the testing as quickly and efficiently as possible in order to minimize the distress this testing causes infants and children. The Hb 301 Hemoglobin Analyzers provide test results for hemoglobin levels in under three seconds and the microcuvettes have a longer shelf life than other systems. A faster turnover of obtaining hemoglobin data increases efficiency and is a factor in the quality of service the program is able to provide WIC families.
In accordance with Chapter 60A-1.045, Florida Administrative Code, Florida Department of Health requests authorization to purchase,as a single source, Hemocue Hb 301 System Hemoglobin Analyzer and Microcuvettes from HemoCue America.
