About this file

This is a Description of Intended Single Source Purchase (Form PUR 7776) filed by the Florida Department of Health seeking authorization to procure HemoCue Hb 301 System Hemoglobin Analyzers and Hb 301 Microcuvettes. The Department requires these hemoglobin testing devices for multiple programs, including the federally-mandated WIC program, which necessitates hematological testing for infants over nine months of age, children up to age five, and pregnant women. The Hb 301 system delivers hemoglobin test results in under three seconds, and the microcuvettes offer extended shelf life compared to alternative systems, enabling rapid and efficient testing that minimizes distress to pediatric patients. The procurement covers a three-year term, with the posting date of January 20, 2026, and a deadline for receipt of vendor information on February 10, 2026, at 1:00 PM EST. The internal tracking number is EXP2659, and inquiries should be directed to Bill Zimmerman, Department of Health, at (850) 617-5894 or Bill.Zimmerman@flhealth.gov.

The estimated total contract value is $600,000.00 over the three-year period. HemoCue America is identified as the intended single source vendor, as it is the exclusive manufacturer and seller of the Hb 301 hemoglobin analyzer and microcuvettes in the United States. The single source justification emphasizes the product's unique technical capabilities and the unavailability of competing options. The purchase request was approved by Allegra Small, Purchasing Director. In accordance with Florida Statutes sections 120.57(3) and 287.057(3), and Florida Administrative Code Chapter 60A-1.045, the agency will provide written notice of its final determination regarding the single-source purchase decision following its review of any information submitted by prospective vendors during the seven business day posting period.

Performance and/or Design Requirements (e.g. intended use, function or application, compatibility, requirements; reference to policy, rule, statute or other act of the Legislature, etc., as appropriate):

The Department, has multiple programs that have a need to purchase Hemocue Hb 301 System Hemoglobin Analyzer and Hb 301 Microcuvettes to be used for hemoglobin testing. Federal Regulations for the WIC program (7 CFR 246.7(e)) requires hematological testing for all infants over nine months of age, children up to age five and women. The requirement to perform this testing on infants and young children makes it critical to perform the testing as quickly and efficiently as possible in order to minimize the distress this testing causes infants and children. The Hb 301 Hemoglobin Analyzers provide test results for hemoglobin levels in under three seconds and the microcuvettes have a longer shelf life than other systems. A faster turnover of obtaining hemoglobin data increases efficiency and is a factor in the quality of service the program is able to provide WIC families.
