About this opportunity
Walton County Board of County Commissioners is procuring construction services through an Invitation to Bid (ITB #26-08) for the Helen McCall Park Pour in Place project. The project scope involves furnishing and installing a poured-in-place rubber safety surfacing system at Helen McCall Park, including removal of existing surfacing materials, site preparation, drainage system improvements, crushed stone sub-base installation, and placement of approximately 6,132 square feet of poured-in-place rubber surfacing with a uniform thickness of 4.25 inches certified for an 8-foot fall height rating. All work must comply with ASTM standards and ADA accessibility guidelines. Sealed bids must be submitted electronically through the County's e-Procurement Portal by 3:00 pm on May 21, 2026, with public bid opening immediately following the deadline. A non-mandatory pre-bid conference will be held on April 30, 2026, at 2:00 pm at the Office of Central Purchasing in DeFuniak Springs, Florida, with teleconference participation available, and the question submission deadline is May 4, 2026. The successful contractor must achieve substantial completion within 20 calendar days of the Notice to Proceed and final completion within an additional 10 calendar days for punch list items. Qualified bidders must demonstrate relevant experience, current commitments, valid licenses, IPEMA certification for the proposed surfacing system, and provide references; bids must be submitted as lump sum proposals inclusive of all applicable sales taxes and fees, with unit prices to serve as the basis for any change orders.
Walton County applies local vendor preference in accordance with its Purchasing Policies and Procedures (PP017), though no specific set-asides for disadvantaged enterprises are identified in the procurement documents. Bid security equal to 5 percent of the base bid price is required, submitted as either a certified bank check or bid bond from a surety authorized to conduct business in Florida with an A.M. Best's rating of at least A- Class VII. The successful contractor must provide Performance and Payment Bonds within five business days of contract execution in amounts equal to the contract price from a surety with an A.M. Best rating of A- Class VII or better, and must maintain comprehensive general liability insurance of $1,000,000 per occurrence, automobile liability coverage of $300,000 combined single limit, and workers' compensation insurance as required by applicable law. Liquidated damages of $273.32 per calendar day apply for failure to achieve substantial completion and $136.66 per calendar day for failure to achieve final completion, with a minimum one-year warranty on workmanship and materials required. The contract amount is determined by the successful bidder's lump-sum proposal, with payments processed in accordance with the Florida Prompt Payment Act following approval by the Project Manager (Brad Alford, Director of Facilities Maintenance); the County's obligation to pay is contingent upon annual appropriation by the Board of County Commissioners.
