About this opportunity
The City of Ithaca, located in Tompkins County, New York, is soliciting sealed bids for the "Hector Street Complete Street" project, a comprehensive urban infrastructure improvement initiative. The procurement involves a unit price contract with a base bid for constructing a new sidewalk on the north side of Hector Street, extending from 500 feet west of the City/Town line to the 600 block. Key project deliverables include installing ADA-compliant sidewalk ramps with detectable warning devices, retaining walls, repairing existing sidewalks, and implementing bicycle accommodations through an on-road bike lane and an 8-foot wide side path. The project also encompasses modifying two horizontal curves along Hector Street to reduce grading impacts and improve sight distance, as well as modifying bus stops. The bid documents were posted on December 17, 2019, with sealed bids due on January 16, 2020, at 2:00 PM. Prospective bidders were required to submit written questions up to 72 hours before the bid opening, directed to Robert Schiller, P.E. of Erdman Anthony, with a mandatory 5% bid deposit in the form of a certified check, bank draft, or bid bond. The contract term is specified as 240 days, with the project to be completed substantially within this timeframe.
The procurement includes specific set-aside and sub-contracting goals targeting diverse business enterprises. A Disadvantaged Business Enterprise (DBE) participation goal of 3% is required, with additional sub-contracting goals including 1.2% for Minority-Owned businesses, 6.9% for Women-Owned businesses, and 3% for Disadvantaged Owned businesses. The project does not have a Service-Disabled Veteran-Owned set-aside. The bid tabulation revealed three bidders: Bothar Construction, LLC; Nelson & Streeter Construction Co., Inc.; and Sealand Contractors Corp., with total base bid amounts ranging from $2,264,689 to $2,761,000. The Notice of Award document indicates that Roadwork Construction, Inc. was ultimately selected as the contractor, with a contract price of $1,261,500 and a revised contract term of 120 calendar days, starting April 1, 2023, and concluding July 29, 2023. The project will be funded through the City of Ithaca's capital improvement budget, demonstrating a commitment to infrastructure enhancement and urban development.
