About this opportunity
Heber Valley Special Service District is requesting Statements of Qualifications from professional engineering firms for comprehensive wastewater treatment facility planning services, with SOQ submissions due August 31, 2026 at 5:00 PM MST through the Utah Public Procurement Place portal.
The District serves approximately 35,000 people across Heber and Midway Cities and unincorporated areas of Wasatch County, Utah, with service population expected to nearly double over the next 25 years. The consultant must prepare a 20-year facility plan addressing treatment capacity, effluent disposal challenges, and infrastructure expansion in accordance with SRF funding requirements and applicable regulatory standards. Deliverables include executive summary, purpose and need statement, future conditions analysis with population and flow projections, design criteria and regulatory assessment, existing conditions evaluation, alternatives analyses with life cycle cost studies, selected alternative justification with phased implementation plans, financial and funding strategy, environmental assessment under NEPA, and public stakeholder engagement documentation. The plan must address mainstream liquid treatment and residual management.
The project manager must hold a Utah-issued professional engineering license and provide a statement of availability. Firms must provide at least three client references for wastewater facility plans prepared over the last 10 years, with at least one reference having direct experience with the proposed project manager. SOQ responses must not exceed 25 pages in a single Adobe PDF format with designated tabs. Pricing information, fees, and rates must not be included in SOQ submissions and will not be considered during evaluation.
The District's selection committee—composed of District staff and Board members—will evaluate SOQs using weighted criteria: Company Background and Experience (20%), Relevant Experience and References (30%), and Team and Approach (50%). The Board will select the highest-ranked firm on September 10, 2026. The District intends to negotiate scope of services and compensation following SOQ evaluation. Questions are due August 24, 2026, with final responses provided by August 26.
