About this opportunity
The Michigan Department of Technology, Management and Budget, on behalf of the Michigan Department of Corrections, is requesting proposals for heavy equipment simulator systems to support vocational training, with proposals due September 22, 2026 at 3:00 p.m. Eastern under RFP 26*2264.
The scope is a multi-equipment simulator platform featuring one unified hardware architecture with interchangeable software modules for common construction equipment including excavators, skid steer loaders, and wheel loaders. Bidders must provide a complete list of available equipment options and specify display capabilities, physical controls, and training curriculum offerings. The system must deliver the most immersive experience possible to simulate actual equipment operation. Two physical simulator stations will operate simultaneously at each facility, with one instructor station managing both. Vendor staff must conduct on-site installation and initial setup; remote-only installation is not acceptable. The system must operate on a private network independent of internet or state connectivity. FedRamp compliance is required only if hosted outside the Michigan state network.
MDOC anticipates purchasing two initial simulator systems, with planned installation at Handlon Correctional in Ionia, Michigan, and reserves the right to expand to additional facilities during the contract term. Standard doorway clearances and electrical service will be available at installation sites. The contract term is three years from the effective date, with renewal options for up to seven additional one-year periods at the State's sole discretion. Pricing must remain fixed throughout the contract term with no increases permitted.
Evaluation criteria are weighted as follows: Vendor Questions Worksheet (20 points), Resume Templates (10 points), Statement of Work (40 points), and Business Specification Worksheet (30 points). Proposals must achieve a minimum score of 80 points to have pricing evaluated. Award will be based on best value, considering qualified disabled veteran-owned business status, prior state performance, economic impact to Michigan, and total cost of ownership. Contracts equal to or exceeding $250,000 require State Administrative Board approval. Proposals become public record immediately upon receipt.
