About this file
This is a vendor questions and state responses document for Michigan Department of Corrections (MDOC) RFP 26*2264 regarding a Heavy Equipment Simulator System. MDOC anticipates purchasing two initial simulator systems, with possible expansion to additional facilities beyond the current planned installation at Handlon Correctional in Ionia, Michigan. The state reserves the right to add locations during the contract term. The requested solution should include simulation modules for common construction equipment such as excavators, skid steer loaders, and wheel loaders, with bidders required to provide their complete list of available equipment options. The system should feature one multi-equipment simulator platform utilizing common hardware with multiple software modules rather than separate stations for each equipment type. Two physical simulator stations are expected to operate simultaneously at each facility, with one instructor station capable of managing both. The system should provide the most immersive experience possible to simulate actual equipment operation, with bidders required to specify their display capabilities, physical controls, and complete training curriculum offerings. Standard doorway clearances and electrical service will be available at installation sites.
Vendor staff must conduct on-site installation and initial setup; remote-only installation and setup are not acceptable. The state does not disclose budget information for RFPs. CJIS Security Addendum requirements apply to all contractors and subcontractors with access to CJIS systems; however, simulators will not have access to CJIS. FedRamp compliance is only required if the system is hosted outside the State of Michigan network. Security officer requirements include a bachelor's degree in a relevant field with any applicable certifications noted, though specific certifications such as CISSP or CISM are not mandated. Bidders should provide detailed specification sheets including system dimensions, expected delivery and installation milestones, instructor training methods (which may be conducted in-person or remotely), and clarification on whether their solution can operate on a private network independent of internet or state network connectivity.

Sheet1
| State of Michigan RFP 26*2264 MDOC - Heavy Equipment Simulation System | ||
| Vendor Questions | State Responses | |
| 1 | A. What quantity of physical simulator systems does MDOC anticipate purchasing under the initial delivery order? B. Are estimated quantities available for the initial contract term and renewal periods? | A. 2 initial simulators, possibly from different vendors. B. TBD |
| 2 | How many MDOC facilities are expected to receive the systems, and can the anticipated installation locations be provided? | Currently, Handlon Correctional in Ionia, MI. The State reserves the right to add locations during the term of the Contract. |
| 3 | Which specific heavy equipment types must be included in the proposed solution? | Common construction equipment such as excavators, skid steer, wheel loaders, etc. would be considered. |
The bidders should list their full equipment options.
4 Is there a minimum number of equipment simulation modules required for each simulator? No The bidders should list their full list of simulation models for each simulator.
| 5 | Is one multi-equipment simulator platform using common hardware and multiple software modules acceptable, or are separate simulator stations required for each equipment type? | One multi-equipment simulator with common components is acceptable. |
| 6 | What minimum physical controls are required, such as steering wheel, joysticks, pedals, transmission controls, stabilizer controls, or other machine-specific controls? | The most immersive experience to simulate what operating would feel like is preferred. |
| 7 | How many physical simulator stations are expected to operate simultaneously at each facility, and how many stations should one instructor station be capable of managing? | 2 |
| 8 | Are there minimum requirements for the number, size, resolution, or field of view of the simulator displays? | The most immersive experience to simulate what operating would feel like is preferred. The bidders should list their full display capabilities. |
| 9 | Is the training curriculum expected to follow a specific vocational or industry standard, such as NCCER, OSHA, or another equipment-operator training standard? | Desired but not required. The bidder must list their complete training curriculum. |
| 10 | Will the simulator systems process or access Criminal Justice Information, or connect to any system subject to CJIS requirements? | CJIS is included in all MDOC related RFPs. No, simulators will not have access to the CJIS. |
| 11 | Are there installation-site constraints that bidders should consider, including room dimensions, doorway clearances, floor-load limits, available electrical service, network availability, or equipment-access restrictions? | Standard doorway and standard electrical. The bidders should provide a spec sheet with dimensions for set up. |
| 12 | Does the “Installation and Configuration of Software – Contract Execution + 120 calendar days” milestone also include delivery, assembly, installation, and commissioning of the physical simulator hardware? If not, what delivery and installation schedule should bidders use for the hardware? | The bidders should provide their expected milestones for MDOC to consider. |
| 13 | Ask them would they interested in a lab setup because it’s 40-50 trainees instead of 1 simulator | No. |
| 14 | What kind of training would MDOC need for forklifts, bulldozers, or Crain what specifically heavy equipment training are they looking for | Instructor training would be required. (Train the trainer) |
The bidders should provide MDOC with their usual training methods, can be in person or remote.
| 15 | What is the budget ? | The State does not disclose the budget for our RFP's. |
| 16 | Our simulator does not require internet or network access necessarily. It can be allowed if you want to enable certain features but we don't have to do that. We can set the simulator up on it's own private network that only allows it to communicate between the machines we install and needs no outside network access. Considering this, I believe the G-3 form CJIS Security Addendum should not apply? Please confirm this. | Contractors and subcontractor staff with access to CJIS must sign the CJIS Security Addendum. |
| 17 | Our staff can come to the prison and setup the equipment and provide training for you if you like. However, we can also facilitate the installation and initial setup and training remotely over a private wireless cell signal if that would be easier. | They must come onsite for installation and initial set up. |
| 18 | Regarding the Project Manager and Security Officer requirements. We're working through these and just wanted to confirm if the Security Officer certifications are a hard requirement as we're not sure if we have all the CISSP or CISM certifications you are mentioning, however it is unlikely any heavy equipment simulator will have a security officer with those high level certifications. However, we do not need to connect the simulator to your network or the internet if that would allow us to circumvent these requirements. | We do not have specific Security certifications that we look for; we do expect the Security Officer to have a bachelors degrees in that field and any certifications in that field should be pointed out. |
| 19 | It is possible for us to have the simulator delivered to you and allow your internal team to unbox it and roll it into the location it will be setup. We can then remote into the machine over a cellular connection (provided cell signals are not being blocked) and walk you through the training and initial setup fully remotely. This would circumvent the need to send a person to physically install the system in the prison and any connections to your internal network. If this setup option would be preferred would it allow us to meet and or alleviate many of these issues? | We can accept delivery and get it to the final location, but the vendor would need to come onsite for installation and initial set up. We cannot depend on cellular or remote work. |
| 20 | Do you know- is the FedRamp a requirement or was this just pulled from possibly past RFP's? | FedRamp is only applicable if the system is hosted outside of the State of Michigan network. |
