About this opportunity

The Sacramento County Sheriff's Department is procuring heavy duty towing services through Request for Proposal #2023-RFP-0184, targeting the removal of illegally operated or parked heavy duty vehicles and trailers in unincorporated areas of Sacramento County. The primary objective is to enable immediate towing at first contact with problem vehicles, rather than issuing warnings that delay roadway clearance. Contractors must provide comprehensive towing capabilities, including dispatching equipment within 45 minutes during business hours and 75 minutes during off-hours, weekends, and holidays. Proposers must submit detailed documentation including company background, vehicle storage capabilities, tow truck fleet specifications (categorized by Gross Vehicle Weight Rating from 14,000 to 50,000 pounds), proposed service rates, insurance certificates, driver information, and applicable business licenses. The County anticipates towing more than 60 heavy duty vehicles annually, with approximately 30 known problem vehicles to be addressed within the first 30-60 days of contract implementation. Evaluation criteria will include company experience, proposal completeness, tow vehicle and equipment quality, driver qualifications, and facility accessibility. Key deadlines include a question submission deadline of June 5, 2023, proposal response deadline of July 10, 2023 at 1:45 pm, and anticipated contract award on August 21, 2023.

While no specific set-aside designations were explicitly stated, the procurement appears open to qualified towing operators meeting comprehensive requirements. The County may select multiple contractors based on response times, vehicle location, and pricing, even if their rates are not identical. Proposers must provide storage facilities within Sacramento County, maintain a 24-hour public access telephone line, and demonstrate compliance with various operational standards including vehicle inspection, damage prevention, and thorough documentation procedures. Contractors must possess a DMV Motor Carrier of Property Permit and provide certificates of liability and workers' compensation insurance. The proposal requires detailed disclosures about tow truck fleets, with hourly rates for services including inside and outside storage, contract labor, and special equipment usage. While a specific contract value was not disclosed, the scope suggests a potentially significant annual engagement given the anticipated volume of 60+ heavy duty vehicle removals. Proposers must also certify compliance with court-ordered child and spousal support requirements and disclose any financial interests in other towing companies.

Opportunity text

General work description: The Sacramento County Sheriff's Department is working to help eliminate the large number of HEAVY DUTY vehicles and trailers that are found to be operated or parked illegally on the streets and roadways of the unincorporated areas of Sacramento County. The Sheriff's Department has the legal authority to tow vehicles for multiple vehicle code authorities and, in many instances, can do so at the first contact with these problem Heavy Duty vehicles. The goal will be to tow as many of these problem vehicles at our first contact with them, as opposed to leaving a warning that requires a follow up and time delays to remove them from the roadways.
