About this file

This is a Request for Proposal (RFP) #2023-RFP-0184 from the Sacramento County Sheriff's Department for Heavy Duty Towing services in the unincorporated areas of Sacramento County, California. The solicitation seeks a contractor to remove and store heavy duty vehicles and trailers that are found to be illegally operated or parked, with the goal of immediate towing at first contact rather than issuing warnings. The RFP was released on May 22, 2023, with a question submission deadline of June 5, 2023, and a response deadline of July 10, 2023, at 1:45 pm. The County anticipates awarding the contract on August 21, 2023, and expects to tow more than 60 heavy duty vehicles annually, with approximately 30 known problem vehicles to be towed within the first 30-60 days of contract implementation.

The County may select multiple contractors for this contract, even if pricing is not identical, and will choose contractors based on response times, vehicle location, and pricing. The towing contractor will be responsible for dispatching equipment within 45 minutes during weekday business hours and within 75 minutes during off-hours, weekends, and holidays. The contractor must provide storage facilities within Sacramento County, maintain a 24-hour public access telephone line, and comply with various requirements including vehicle inspection, damage prevention, and documentation. The RFP includes detailed specifications for tow truck drivers, storage facilities, vehicle disposition, and billing procedures. Contractors will be evaluated based on various criteria including company experience, proposal completeness, tow vehicles and equipment, driver information, and facility accessibility.

2. INTRODUCTION

2.1. Summary

General work description: The Sacramento County Sheriff’s Department is working to help eliminate the large number of HEAVY DUTY vehicles and trailers that are found to be operated or parked illegally on the streets and roadways of the unincorporated areas of Sacramento County. The Sheriff’s Department has the legal authority to tow vehicles for multiple vehicle code authorities and, in many instances, can do so at the first contact with these problem Heavy Duty vehicles. The goal will be to tow as many of these problem vehicles at our first contact with them, as opposed to leaving a warning that requires a follow up and time delays to remove them from the roadways.

6.11. SPECIAL CIRCUMSTANCES – SELCTION PROCESS

Due to the fact that the Sacramento County Sheriff’s department operates 24 hour per day, 365 days a year, it may not be feasible for one CONTRACTOR to be available to tow every HD vehicle during the desired response time. As a result, the COUNTY may select multiple CONTRACTOR’s for this contract, even if pricing provided by CONTRACTOR’s are not identical.

The COUNTY may, at its discretion, choose which CONTRACTOR to select for each HD tow event. Due to available response times, physical location of HD vehicle(s) and pricing offered by CONTRACTOR, the use of a rotation selection process will not be utilized.
