About this opportunity
The City of Detroit Office of Contracting and Procurement, on behalf of the Detroit Department of Transportation (DDOT), is requesting quotes for one heavy-duty tow truck with preventative maintenance and repair parts under RFQ 548387, with quotes due October 20, 2026 by 12:00 PM EST. The procurement is subject to Federal Transit Administration Buy America requirements, mandating 60 percent domestic content under 49 U.S.C. 5323(j) and 49 CFR Part 661.
The tow truck must be capable of safely recovering and relocating New Flyer XD40 (40-foot) and XD60 (60-foot articulated) transit buses in both depot and on-road environments. Respondents must have a minimum of five years of experience providing similar services, provide three references, and be a licensed authorized dealer for the quoted vehicle. Selected bidders must submit Buy America certification with their bids.
Pricing shall be quoted on an F.O.B. delivered basis with all peripheral costs—delivery, training, materials, labor, insurance, applicable taxes, warranty, and overhead—incorporated into the bid price. A pricing template itemizes nine component parts (oil filters, air filters, fuel filters, transmission filters, air dryer cartridges, rear brake drums, rear brake shoes, and DPF filters) with estimated quantities; respondents complete this sheet with cost proposals.
Contractors must maintain insurance coverage including $1,000,000 automobile liability, $1,000,000 commercial general liability, $10,000,000 umbrella/excess, and $5,000,000 professional liability. No DBE subcontracting goal has been established. The selected bidder must provide operator training, maintenance instruction materials, and service support for a minimum of one year following final delivery. This is a one-time purchase contract with no renewal options. Questions are due October 9, 2026 by 12:00 PM EST, with answers distributed October 13 by 2:00 PM EST. All submissions must be made through the Supplier Portal at detroit.bonfirehub.com; bids submitted through other means will not be accepted. The contract is funded through the Federal Transit Administration, State of Michigan Department of Transportation, and the City of Detroit.
