About this opportunity

The Colorado Department of Corrections Purchasing Office, on behalf of the Colorado Correctional Industries Division (CCI), issued a solicitation for heavy duty plastic chairs for institutional use to be sold to Colorado State agencies and other institutional customers. The procurement sought pricing for two pre-approved chair models: the Cortech 'Razorback' #86484 (armless) and the Cortech 'Moduform' #5000-20 IS (with arms), with competitive bids for comparable chairs from other manufacturers also welcomed provided bidders submit at least one free sample for testing. Pricing was required on a per-unit basis with delivery to Sterling Correctional Facility at 12101 Highway 61, Sterling, CO 80751, or directly to CCI customers within Colorado, with all pricing submitted on an FOB-any Colorado location basis with freight pre-paid or with firm freight costs clearly identified. The solicitation established quote responses due on Tuesday, February 17, 2015, at 10:00 AM MST, submitted via email to melissa.baca@state.co.us or by FAX to 719-269-4064, with the initial purchase order establishing firm pricing for the remainder of calendar year 2015 and potential renewal for up to four subsequent calendar years (2016-2019). Award determination would be made based on evaluation factors including cost, projected delivery dates, quality and safety considerations, life cycle costs, bidder qualifications and experience, past performance, and proposed training, with the projected initial purchase volume for 2015 approximately $25,000 with no guaranteed dollar volume specified.

The solicitation included a preference for Service Disabled Veteran Owned Small Businesses based in Colorado as an evaluation criterion. No incumbent vendors or current contractors were identified in the solicitation documents. Contractors and their employees accessing Colorado Department of Corrections property were required to comply with background check requirements and all Department rules and regulations, including prohibitions on contraband items. Payment terms followed State fiscal rules prohibiting advance payments, with Net-30 days after receipt of goods as the presumed standard, and payment discounts within 30 days were to be considered as a cost factor. The estimated budget for the initial 2015 purchase volume was approximately $25,000, though the actual award value would depend on customer orders received by CCI and the ultimate pricing negotiated with the selected vendor.
