About this file
This is a solicitation document issued by the Colorado Department of Corrections Purchasing Office for the procurement of heavy duty plastic chairs for institutional use. The Colorado Correctional Industries Division (CCI) seeks to purchase and distribute one or several models of plastic chairs to sell to Colorado State agencies and other institutional customers. Two pre-approved chair models are specified: the Cortech 'Razorback' #86484 (armless) and the Cortech 'Moduform' #5000-20 IS (with arms), though competitive bids for comparable chairs from other manufacturers are welcomed, subject to submission of at least one free sample for testing. The solicitation requests pricing for both armless and armed chair models on a per-unit basis. Quote responses were due on Tuesday, February 17, 2015, at 10:00 AM MST, with submission via email to melissa.baca@state.co.us or by FAX to 719-269-4064. The initial purchase order would establish firm pricing for the remainder of calendar year 2015, with potential renewal for up to four subsequent calendar years (2016-2019) contingent on mutually acceptable pricing and terms. The projected initial purchase volume for 2015 is approximately $25,000, though no guaranteed dollar volume was specified, and purchases would depend on orders received from CCI customers.
Pricing should be submitted on an FOB-any Colorado location basis with freight pre-paid, or bidders must provide firm freight costs to be added to each order. Bidders must clearly identify all cost considerations, including minimum order amounts, freight terms, and incremental volume pricing. Award will be made to the bidder deemed most advantageous to the State based on evaluation factors including cost, projected delivery dates, quality and safety considerations, life cycle costs, bidder qualifications and experience (with preference for Service Disabled Veteran Owned Small Businesses based in Colorado), past performance, and proposed training. Payment terms follow State fiscal rules prohibiting advance payments, with Net-30 days after receipt of goods being the presumed standard; payment discounts within 30 days will be considered as a cost factor. Deliveries will be directed to Sterling Correctional Facility at 12101 Highway 61, Sterling, CO 80751, or directly to CCI customers within Colorado. Contractors and their employees accessing CDOC property must comply with background check requirements and all Department rules and regulations, including prohibitions on contraband items.

DELIVERY ADDRESS: Sterling Correctional Facility, 12101 Highway 61, Sterling, CO 80751.
ITEMS AND SPECIFICATIONS: Colorado Correctional Industries Division (CCI) manufactures and sells a line of commercial office furniture and other institutional furnishings, and supplements those sales by acting as a distributor of other manufacturers’ furnishing products. CCI seeks to purchase and distribute one or several heavy duty plastic chairs to sell to Colorado State agencies and other institutional customers. One manufacturer whose chairs have been tested and successfully used by State institutions is Cortech; therefore the Cortech ‘Razorback’ #86484 and ‘Moduform’ #5000-20 IS chairs are pre-approved for this solicitation in terms of the acceptability of the product. The Department welcomes competitive quotes for other manufacturer’s comparable chairs, subject to testing of at least one free sample of each model, to be provided by the bidder upon request only, at no cost. Cortech products may be viewed at www.cortechusa.com.
AWARD AND PURCHASE ORDER: CCI seeks to obtain competitive pricing for a purchase order with the successful bidder with pricing that will remain firm for the remainder of calendar year 2015. CCI will only consider price increase requests during this time if the successful bidder were able to provide sufficient documentation of extraordinary cost increase(s). The agreement may be renewed up to no more than four subsequent calendar years 2016 through 2019, in which case annual renewal of the purchase order would depend on mutually acceptable pricing and other terms. The initial total dollar volume of purchases for 2015 is projected to be about $25,000.00, but no actual dollar volume of purchases will be guaranteed by CCI, and the volume can be expected to depend on orders received from CCI customers.
When the purchase order is established, CCI would place as-needed orders with the vendor, for delivery to CCI or directly to CCI’s customer in Colorado. Pricing submitted in response to this solicitation should be FOB-any Colorado location freight pre-paid, or respond with firm freight cost amounts to be added to each order.
You may provide your bid price below or on a separate form if preferred. Minimum order amounts, freight terms, incremental volume pricing and any other cost considerations should be fully explained.
