About this opportunity
The State of Maine, Division of Purchases, is soliciting bids on heavy-duty dry cell alkaline batteries for the Central Warehouse with bids due August 21, 2008. Vendors must bid only on approved brands: Duracell, Eveready, Ray-O-Vac, Panasonic, and Energizer — a single-source eligibility restriction that narrows the competitive field to five manufacturers.
The scope covers 9-volt, AA 1.5-volt, AAA 1.5-volt, C 1.5-volt, and D 1.5-volt batteries under commodity code 45006. All products must comply with Maine Title 38, Section 2165, which establishes mercury content limits: alkaline manganese batteries may not contain more than 0.025 percent mercury (25 milligrams for button or coin cells), and batteries manufactured after January 1, 1996, must not contain any added mercury. Vendors must provide Material Safety Data Sheets for all hazardous chemical products. The State is committed to environmentally preferable procurement under Governor's Executive Order #12 (FY 06/07).
The estimated annual contract value is approximately $45,000. The contract term is one year beginning approximately September 1, 2008, through August 31, 2009, with the State reserving the right to renew for two additional one-year increments at its discretion. Contract Release Orders will be issued via fax or telephone, with deliveries required within 10 days of order receipt to the Central Warehouse on 40 x 48 non-exchangeable pallets. Pricing must be net and inclusive of all transportation charges, F.O.B. Destination, with the State accepting Procurement Card payment at no surcharge. Awards will be made to the lowest responsible bidder based on best value considerations including quality, conformity with specifications, and delivery dates. The State reserves the right to adjust quantities by up to 10 percent and reject any or all bids at its discretion.
