About this opportunity
The Maine Department of Transportation is requesting bids on a heavy-duty horizontal band-saw machine with bids due January 4, 2013. The equipment must be a current production model, with the W.F. Wells Model B-25-3A3 CNC preferred as a best-value procurement.
The scope specifies a double-column CNC horizontal band saw with hydraulically operated components including idle guide arm, blade tension system, and rotary blade brush. The unit must feature a CNC touch control panel capable of storing a minimum of 500 jobs with programming functions including end-of-cut dwell, digital notching, anti-lift, automatic kerf compensation, and machine diagnostics. Additional required features include built-in coolant system, variable vise pressure, linear rail frame traverse, and digital blade speed indicator. Overall dimensions are constrained to a maximum height of 103 inches, width of 101 inches, length of 102 inches, and weight of 11,400 pounds. The equipment must be wired for 460-volt three-phase 60-hertz power in compliance with NFPA 79 Machine Tool Standards and include comprehensive safety features: blade break/stall switches, safety pull cords, and electronic door safety interlocks. All equipment must meet ANSI and OSHA standards.
All bid pricing must be inclusive of shipping, delivery, setup, and training services to Maine DOT Fleet Services, 105 Capitol Street, Augusta, Maine. The vendor must supply two sets each of owner, parts, and operator manuals and provide factory-certified personnel training within eight weeks of delivery. A one-year parts and labor warranty or the standard manufacturer's warranty, whichever is greater, applies from the date the unit is placed into service. Bidders must submit detailed specification sheets rather than website references. Electronic submission of quotes is required, closing at 2:00 p.m. local time on the due date. The state reserves the right to increase or decrease quantities by up to 10 percent and will award based on best value factors including price, warranty, manufacturer performance data, delivery schedule, and parts availability.
