About this file

This specification document outlines the requirements for a Heavy Duty Horizontal Band-Saw Machine to be procured by Maine Department of Transportation (MDOT) Fleet Services. The equipment must be a current production model, with the W.F. Wells Model B-25-3A3 CNC preferred, designed for heavy-duty fabrication work with capability to maintain close tolerances for repeatable performance. The automatic saw must meet all applicable ANSI, OSHA, and regulatory standards. Key dimensional requirements include a maximum overall height of 103 inches, width of 101 inches, length of 102 inches, and weight of 11,400 pounds. The unit must feature double column construction, hydraulically operated components including an idle guide arm, blade tension system, and rotary blade brush, a CNC touch control panel capable of storing a minimum of 500 jobs, and a comprehensive programming suite including end-of-cut dwell, digital notching, anti-lift, automatic kerf compensation, and machine diagnostics. Additional standard features required include a built-in coolant system, variable vise pressure, linear rail frame traverse, and digital blade speed indicator. The equipment must be wired for 460-volt three-phase 60-hertz power in compliance with NFPA 79 Machine Tool Standards and equipped with comprehensive safety features including blade break/stall switches, safety pull cords, and electronic door safety interlocks.

All bid pricing must be inclusive of shipping, delivery, setup, and training services to be performed at Maine DOT Fleet Service located at 105 Capitol Street, Augusta, Maine 04330. The vendor must supply two sets each of owner, parts, and operator manuals, with one set potentially provided on CD, and provide factory-certified personnel training within eight weeks of delivery. A one-year parts and labor warranty or the standard manufacturer's warranty, whichever is greater, applies from the date the unit is placed into service. Bidders must submit detailed specification sheets with their proposals rather than website references, and the award will be made on a best value basis considering price, warranty, manufacturer performance data, delivery schedule, parts availability, and other relevant factors. Maine DOT reserves the right to pre-inspect equipment before delivery, and all exceptions and questions must be submitted through the official Question and Answer link during the bid period.
