About this opportunity
The State of Colorado Department of Agriculture is soliciting quotes for the procurement of one Heavy Capacity Test Cart through Documented Quote solicitation number DQ1 BIAA 2015001545. The gasoline-powered, hydraulically-driven test cart must have a 5,000-pound structural capacity and be capable of transporting up to 18,000 pounds in 1,000-pound calibrated test weights for a gross capacity of 23,000 pounds, meeting National Institute of Standards and Technology (NIST) Handbook 105-8 specifications. Required specifications include a minimum 24-horsepower gasoline engine with electric start, hydraulic drive system with power steering, lifting mechanisms compatible with overhead crane operations, anti-slip operator platform, calibration cavity with tamper-resistant sealing capability, and comprehensive owner and parts manuals. The cart must be delivered on a two-axle frame with four solid rubber tires and include F.O.B. Destination pricing. All quotes are due by June 8, 2015, at 3:00 PM Mountain Time, with delivery required within ninety calendar days of purchase order receipt. Evaluation will be based primarily on cost and vendor responsiveness to requirements, with pricing remaining firm for ninety days from the due date. Vendors must provide a minimum one-year warranty on parts and labor and submit completed cover sheets with authorized signatures, price pages, technical literature, W-9 forms, vendor mailing address updates, and applicable state certification forms.
Vendors must be registered with the Colorado Vendor Self-Service (VSS) system to be eligible for award, with all official communications occurring through this platform. The Department of Agriculture will apply reciprocity preferences as mandated by Colorado statute CRS 8-18-101 when evaluating non-resident bidders against resident bidders. Sole proprietors must submit State of Colorado Certification and Affidavit forms regarding unauthorized immigrants and House Bill 1023 identification requirements. All quotes must include Federal Employer Identification Numbers (F.E.I.N.), and the award will be made on an all-or-none basis with no partial quotes accepted. The Department reserves the right to reject any or all quotes. No specific budget range or award value is disclosed in the solicitation documents; pricing will be determined through the competitive quote process.
