II. SPECIFICATIONS
Heavy Capacity Test Cart
Detailed Requirements: It is the intent of these specifications to describe the minimum requirements for the construction of one 5,000 lb., gasoline powered, two wheel drive, hydraulically driven, heavy capacity test cart with the following considered necessary to perform the work assigned. Test cart must meet all applicable specifications and tolerances as set forth in
National Institute of Standards and Technology (NIST) Specifications and Tolerances for Field http://www.colorado.gov/vss mailto:rob.archer@state.co.us
Standard Weight Carts, Handbook 105-8 (HB 105.8).
Basic Requirements
1.1 Gasoline powered, hydraulic driven, heavy capacity self-propelled test cart, with two (2) axles and four (4) solid rubber tires. Cart and tires must meet the specifications set forth in NIST HB 105-8 in order to be capable of being certified by the Colorado Department of Agriculture Metrology Laboratory.
1.2 Cart must be calibrated to 5,000 lb.
1.3 Cart must have a calibration cavity (box) that enables the cart weight to be adjusted.
Calibration box must be located so the cart remains balanced. Calibration box must be tamper resistant and capable of being sealed with a lead wire seal.
1.4 The cart must have lifting pockets of ample strength and durability to allow daily and repeated lifting of the 5,000 lb cart. The pockets or slots MUST be located at the balanced center of the cart and must not interfere with the placement of the test weights or other operations of the cart.
1.5 Must be designed to routinely and safely transport its own weight (5,000 lb) plus an additional 18,000 lb in 1,000 lb calibrated weights, for a minimum gross weight of
23,000 lb.
1.6 Must be of ample durability to withstand daily and routine loading and unloading of
18,000 lbs in sets of three 1,000 lb test weights.
1.7 Must be capable of routinely traveling with 18,000 lbs net weight of test weights, gross weight 23,000 lb.
1.8 All edges and corners shall be smooth, with no sharp edges, to prevent injury during routine use and maintenance. All surfaces shall be free from slag, scale and weld splatter, grit, dirt, or any foreign matter before shipment from the factory or before submission for calibration.
Unless constructed of corrosion resistant materials, all exposed surfaces shall have a protective surface coating. The coating must be a high quality material having the following properties: Corrosion inhibiting, chip and abrasion resistant, smooth surface and non-hygroscopic. Flat aluminum paint or flat lacquer finishes are preferred. Color is to be a white or silver.
1.9 Must be equipped with tie down loops, or similar mounting system, secured to the base of the cart, that allows safe and secure fastening of the cart to a flat truck bed for transport while driving the truck.
1.10 Must provide lifting bar (spreader bar) with hook loop that is visible and accessible for crane pick up from the crane operational controls at the rear of the flatbed truck.
Operator must be able to hook and unhook the spreader bar from the cart from his/her remote position at the knuckle boom operational controls that are located at a fixed location at the rear of the flatbed truck. Operator does not have capability to manually guide the spreader bar hooks into or out of the cart’s lifting pockets, as crane operation is available only at the base of the crane on the flatbed. Operator must be able to hook or unhook the spreader bar even if the cart is positioned on a slightly unleveled position.
Must have three weight hooks, oriented perpendicular to the spreader bar, and capable of simultaneously hooking and lifting three 1,000 lb weights.
Must have manual pull-outs or fold down cart lifting hooks to fit the lifting pockets in the cart. Pull-outs must lock in both positions to prevent movement. Must be of ample strength and durability to withstand frequent daily use.
1.11 Must have an anti-slip expanded metal platform for the operator to stand on while operating engine controls and steering wheel. Platform must be hinged so it can be folded up and secured when not being used. Must be capable of routinely supporting a
300 lb person.
1.12 All operator controls, including engine start, stop, throttle, choke, and cart movement, must be conveniently located for operator use and safety.
1.13 Test cart must include lifting loops for testing of overhead scales. Lifting loops must be capable of supporting the lift of the cart when fully loaded.
2 Dimensions
2.1 Weight box height shall be 22”. Maximum overall cart width shall not exceed 57".
Maximum cart length shall not exceed 90”. Maximum cart height shall not exceed 48”, or as close to 48” as necessary to calibrate cart to 5,000#.
2.2 Outside tire sidewall width (axle width) may not extend outside exterior weight box dimension.
2.3 Deck area must accommodate a total of 18 - 1,000 lb. test weights, double stacked. (9 weights per layer - 3 weights wide x 3 weights long). Outside dimensions shall be no greater than structurally necessary, not to exceed 57" wide x 57" long. Inside dimensions
51" x 51".
2.4 Sides of weight box must be installed to safely contain the double stacked 1,000 lb. test weights. The weight box must be constructed for easy loading and unloading of weights.
The top edge of the box must be 22" high from the deck.
3 Engine
3.1 Minimum 24 Horsepower, air cooled, gasoline fueled engine, with electric start, pressurized oil filtering system, extended oil drain tube, and hour meter. Must be capable of propelling the loaded cart on flat surfaces as well as slight inclines.
3.2 Must have 12 volt electric start and charging system.
3.3 Must have super silencer muffler with USDA Forest Service approved spark arrestor. Exhaust must exit toward ground.
3.4 All portions of the engine must have guards to protect the operator from all moving parts.
Guards must be easily removable and/or hinged to allow service and repair to engine and other components.
3.5 Must have a 12 volt automotive type battery securely mounted onto the cart with a protective cover. Battery must be maintenance-free per NIST Handbook 105-8.
3.6 The fuel tank shall have a maximum fuel capacity of 1 gallon and shall be constructed of low carbon or corrosion resistant steel. Non-integral hardware may be constructed of other materials provided the material is durable and suitable for its intended purpose.
The tank must be graduated to NIST Handbook 105-8 standards and include error weights to compensate for fuel usage.
4 Drive System

4.4 Must have hydraulic power steering on two wheels. Must steer equally to right and left.
Steering wheel and all operational controls to be conveniently located on the steering wheel end of the cart above the operator platform.
4.5 Cart directional control lever must be accessible from the operator’s steering position.
4.6 Must be capable of freewheeling if necessary.
4.7 Tire size and quantity shall be chosen to prevent scale platform contact pressures that exceed design limitations. The total contact area of the tires to the supporting surface shall cause no point load concentrations in excess of 200 lb/in2 (1.38 MPa) when loaded to the maximum gross capacity of the weight cart. Weight cart tire surfaces shall be smooth (without tread) and have no major cuts or deformations. Tires must be replaceable.
