About this opportunity

MoDOT Northeast District is posting a single feasible source (SFS) determination naming Brock, LLC as the sole provider of a 10,000-gallon heated asphalt storage tank, with responses due November 2, 2026. The SFS designation is the decision-flipping constraint: if it is contested and Brock is not determined the single feasible source, the SFS process stops and MoDOT will develop and post a competitive bid opportunity for these materials.

The tank must have a drop cone (conical) bottom for solids retention and sit on elevated leg stands with its bottom approximately 5 to 7 feet above ground level, along with other specified requirements. Brock's sole source letter, signed by Director of Heating Systems Greg Jones, states the company can meet these requirements, including electrical heating, and that Brock is unaware of other regional companies offering this configuration.

Solicitation attachments are available through the Overview and Requirements sections. Bidders should review Contract Terms section 3, "MoDOT IFB Special Terms and Conditions," before clicking "Create Response." Questions go to Bill Noyes, MoDOT Northeast District Senior Procurement Agent, at 660-385-8245 or william.noyes@modot.mo.gov.
