About this opportunity
Hillsborough County is issuing a sole-source notice of intent to award operational and technical support for the Heartland Concentrator System to Heartland Water Technology, Inc., with a challenge deadline of July 2, 2026. The procurement is restricted to the original equipment manufacturer under Section 3-205(2)(e) of the County's Procurement Policy because the system's proprietary parts, goods, and services are exclusively available from Heartland Water Technology, Inc. and no authorized agents are available to provide the required services.
The scope covers one year of ongoing maintenance, operational support, and technical services for the Heartland Concentrator System. The estimated cost is $228,000 for the one-year term. The County reserves the right to extend the contract period, adjust the scope of services in response to changing operational conditions and updated requirements, and increase the award amount accordingly.
This is not a competitive solicitation. However, contractors able and interested in providing all identified proprietary parts, goods, and services may submit clear and convincing information to challenge the intended sole-source award by July 2, 2026, through the EUNA Procurement submission section. The County will evaluate any properly submitted challenges solely to determine whether bona fide competition exists and whether to conduct the procurement competitively. Absent any challenges by the deadline, an award will likely be made after the close date.
