About this opportunity
The South Dakota Department of Health's Office of Injury, Violence and Overdose Prevention is seeking a contractor to provide comprehensive healthcare technical assistance and training focused on reducing opioid misuse and overdose. The Request for Proposal (RFP #26-0904006-004) requires a qualified vendor to coordinate with healthcare facilities statewide, including the three major healthcare systems and independent facilities, to implement evidence-based interventions. The successful applicant will be responsible for delivering quarterly in-person and online training to healthcare professionals and prescriber groups, demonstrating expertise in hospital and clinic workflows, opioid-related interventions, and integration processes. Key deliverables include developing educational resources, supporting evaluation efforts, and strategically implementing interventions in emergency departments and primary care clinics. The RFP was posted on October 1, 2025, with proposals due by October 31, 2025, and anticipated award and contract negotiation by December 31, 2025. Evaluation criteria will prioritize technical proposals, considering factors such as specialized expertise, resources, past performance, availability, familiarity with the project locale, and project management techniques.
The RFP does not explicitly specify set-aside designations or restrictions for disadvantaged enterprises. The contract is structured for a one-year term with potential for four additional one-year extensions. The budget proposal must include detailed allocations across personnel, supplies, travel, other costs, and indirect expenses, with indirect costs limited to 1.8% of the total contract amount or the organization's federally approved indirect cost rate. Travel expenses will be reimbursed according to state per diem rates. The State reserves the right to reject any proposals and maintains flexibility in the procurement process. Vendors interested in the opportunity can submit inquiries via email to Lori Martinec at Lori.Martinec@state.sd.us, with all questions and responses to be posted on the state's e-procurement system. While specific budget ranges are not explicitly stated, the comprehensive nature of the technical assistance and training suggests a significant investment in addressing opioid use disorder across South Dakota's healthcare landscape.
